car on Main Street, Your- town, USA and finding that some of the drivers are following British rules -- keeping to the left, some are driving U.S. style -- keeping to the right, and others are meandering aimlessly from one lane to the other. Some drivers just stop in the lane of traffic to talk with a friend for several minutes, have a drink or take off a jacket, and then move along at 5 mph. A couple of driv- ers decide they want to chat while driving, so they role down the windows and creep along, side-by-side at 5 mph blocking both lanes of traffic. Some drivers cut in front of you and then just stop -- or even go in reverse! Then there are the distracted drivers who are on their cell phones and the “Sunday
drivers” who are just taking their car for a spin but have no destination, and so make random turns as they slowly move down the road. “Insanity! Chaos! Danger- ous!” you say to yourself. Then you learn that while there are rules of the road, few people know they exist and fewer still know what they are. And why is that, you wonder. Because driver education instructors only teach their students how to operate a car – how to oper- ate the gas pedal, brakes and steering wheel, maybe even turn signals and manual transmission. But no one has taught drivers the rules of the road. The situations de-
