elcome to Commissioning Success, a healthcare journal focused on the delivery and management of healthcare commissioning under the current NHS reforms. It is


essential reading for anyone responsible for commissioning NHS healthcare, including clinical commissioning groups (CCGs), commissioning support units (CSUs) and services, and anyone with a vested interest in the new health agenda. This includes providers with a vested interest in tendering for contracts. While we cover clinical topics – we can’t help not to – our focus is on the budgetary, administrative and managerial decisions that go into rolling out the commissioning agenda. GPs are still in the driving seat. Their biggest skill gap lies in the management and delivery side of public healthcare, therefore we acknowledge that they will continue reading appropriate medical journals and magazines to stay up to speed with the clinical world as they always have done, but they need support around the practicalities of turning public health decisions into budgeted realities. For example, in our article on Wigan Borough CCG’s ‘brealthless’ scheme (p18),


which looks at ways to integrate COPD, asthma and heart failure pathways for its patients, we go into detail about how services from across the Wigan healthcare community – from GPs, to social services and secondary care clinicians – came together to plan a fully integrated services for their patients that would help them diagnose, manage and treat the conditions in the most effective way possible. As a result of the CCG’s scheme, there was a reduction of hospital admissions in the area, the number of outpatients fell and quality and accuracy of prescribing vastly improved. As a management journal, we were not here to explain to the commissioners


what these conditions mean for the patients, and how they should be treated in detail – they will know this already, and besides, there are medical publications for that – we are here to inform them of the clinical priorities that commissioning groups are targeting across the country and help them with the logistics of implementing services that will help achieve these goals. This helps commissioners – whether they are GPs or managers – make informed decisions about the healthcare of their communities with the budgets they hold.
