PUBLIC officials and all employees in all depart- ments, bureaus and agencies of the national gov- ernment, including government-owned and -con- trolled corporations, state universities and colleges, as well as the local governments and government employees’ organizations will observe Government Employees’ Week on December 5 to 11, spear- headed by the Philippine Government Employees Association (PGEA) which coincides with the 65th Anniversary of PGEA and 14th Anniversary of the National Convention of Government Employees Working Council.


The celebration aims to recognize the invalu- able services rendered by deserving government employees and to underscore their contributions in nation-building.

Council (NCGEWC). The National Government Employees Week serves to recognize the contribution of


this work force in nation-building. Indeed, I share your perspective of promoting the public welfare through credible and efficient service. Our administration’s agenda certainly emphasizes the time-tested values of industry and integrity, among others, and we urge the rest of the nation to help transform our country through reform and good government. We congratulate you for being reliable pillars of growth, for fostering the spirit of communal responsibility, and for doing your part to move our country forward. We are all aware of the problems we face as a nation and may have, at some point, voiced our cynicism and


despair. But now that the hope themselves have directed us toward the straight and righteous path, it is incumbent upon each and every one of us to help rebuild our country and restore its glory.

knowledge in the field of public service to improve our government and the service we render to the people. It is my hope that your national convention would continue to bring about professional development in your members. I likewise hope that this event will serve to inspire them to continue being integral players in promoting good governance across the nation. I wish your members and officers a successful celebration of the National Government Employees Week.

On behalf of the Civil Service Commission (CSC), I would like to greet civil servants nationwide on the celebration of National Government Employees’ Week on December 5 to 11, 2010 and the Philippine Government Employees Association (PGEA) on its 65th Anniversary. President Benigno S. Aquino III called on each and every Filipino to take his/her own place in the journey through the straight and narrow road – a road that leads to transparent and effective governance. Aptly, the theme of this year’s celebration “Kawani ng Gobyerno: Kabalikat Tungo sa Malinis, Tapat at Matuwid na Serbisyo” conveys the message that as civil servants, we are expected to heed that call. We are duty-bound to preserve honor and excellence in government, starting with ourselves. President Aquino’s appeal also underscores the power of unity and cooperation, that no single person or leader can turn an entire country around. This is the spirit of public sector unionism and, as the CSC has proven through years of promoting responsible collective action in the bureaucracy, there is, indeed, strength in numbers. For more than half a century, PGEA has tirelessly initiated programs and lobbied for reforms to improve public sector


employees welfare. Thus, I would like to commend PGEA for being the bold voice of state workers and an able partner of the Commission in promoting professionalism, morale and efficiency in the bureaucracy. We hope to see PGEA take greater strides as watchdog of corruption and champion of efficient public service delivery in the years to come. I would also like to take this occasion to commend all civil servants for their dedication and invaluable contributions in


the service. May we realize and harness our collective strength as an institution as we propel the nation towards progress. Mabuhay!

MESSAGE Every year government employees come together to celebrate “Government Employees


Week” pursuant to Presidential Proclamation NO. 1130. This is to focus attention on the invaluable services rendered by deserving government employees and underscore their contribution to nation building. Every year also, officials/leaders in government extend their support for the successful celebration of the Government Employees Week. Public Sector Workers & Unions for years have actively participated & contributed their share for a meaningful celebration. PGEA as the leading organization have done its part not only during the celebration of Government Employees Week but all throughout the years. PGEA has been moving forward towards the development of a strong work force in government and in promoting quality public service that gained overwhelming success and popular support with partner institutions and workers organizations. PGEA concrete programs advocacies and initiatives on SSL3, additional benefits and bonuses, provident fund, annual checkup for government employees, the Dulugan ng Bayan, the PGEA Botika ng Bayan, Px Mart, PGEA Kawani Livelihood Inc., the Lingap Barangay, the Courtesy Campaign, the Bilis Pabahay and Angat Kabuhayan Project have benefited government employees and their families. Let us continue our efforts and remain committed to our goal of protecting and empowering government

In this particular time that the whole world suffer from economic difficulty, Government Employees and Officials should remain steadfast in its commitment to render quality service to the Filipino people and at the same time we must not forget the future of workers in government and the whole bureaucracy. This year’s theme: “Kawani ng Gobyerno: Kabalikat Tungo sa Malinis, Tapat at Matuwid na Serbisyo” calls for greater vigilance. We can be more effective & productive if inspired and morally motivated, public officials and leaders must do their part to role model in promoting quality, transparent & effective governance. Together let as work hand in hand and shape not only our future, our family, but the whole bureaucracy and our


country. Let as champion for the betterment of this government regardless of grouping or any political affiliation. Leaders come and go but career public servants will remain, therefore we call on Public Sector Unions to unite, be a strong force and power to change for the better. Let as express our support and confidence to national leadership who are entrusted by the people but it is also our duty as public workers to serve as vanguard to abusive and ineffective Public officials. of you Happy Anniversary and welcome you in this National Convention of Government Employees. PGEA initiated the project in 2006 and was able to replicate the project in government offices which was awarded as the best BNB in 2008. In 2010, PGEA in partnership with Department of Health will spearhead the BNB in 100 govern- ment agencies.


The PGEA headed by its National President Esperanza Ocampo believes that public servants have significant role to play in the national re- covery of our beloved country and is necessary to recognize their best efforts in achieving efficiency in the public service. Over the years, PGEA be- came actively involved in the promotion of ef- fective and genuine public service.
