The MetropolitanWashington Airports Authority proposes to relocate the River Rescue North Boathouse at Ronald Reagan Washington National Airport. The River Rescue Boathouse is needed to provide river rescue capability by boat in case of runway overshoot events in which aircraft come to rest in the water or on the shoreline. The new facility is needed due primarily to the current building’s state of disrepair. The proposed project involves demolishing the current River Rescue North Boathouse and constructing a replacement structure. The new boathouse will be located between the extended centerlines of Runways 4-22 and 15-33, 75 feet from the shoreline, with the approximate dimensions of 45 feet by 45 feet. The new Boathouse facility includes a weather and debris protection rail and an access walkway to be constructed above the riprap shoreline approximately 5 feet wide by 100 feet long. The proposed project will be within the 100-year floodplain; there is no practicable alternative to siting the facility in the floodplain.

A Draft Environmental Assessment (EA) was prepared to evaluate existing conditions and potential environmental effects. The Draft EA addresses the environmental consequences of the Proposed Action and the No-action Alternative, as well as other issues including noise, air quality, water quality, historic, architectural, archaeological and cultural resources, visual impacts, floodplains and wetlands. The Draft (EA) was prepared pursuant to the requirements and guidelines of Federal Aviation Administration (FAA) Order 1050.1E, Environmental Impacts: Policies and Procedures, FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions, and the FAA Environmental Desk Reference for Airport Actions.

Beginning July 12, 2010, the Draft EA will be available for public review during business hours at the following locations: Arlington County Central Library, 1015 N. CONTRACTNO. 100150 -- Biosolids Management Program: Combined Heat and Power

The District of Columbia Water and Sewer Authority (DC Water) requests the submittal of a Statement of Qualifications (SOQ) for design-build-operate services in connection with the Combined Heat and Power (CHP) component of the Biosolids Management Program (BMP). Detailed information on the scope of work, procurement process and required content of the SOQ, submittal requirements, and evaluation process are contained in the Request for Qualifications (RFQ) document. Firms wishing to submit SOQs should contact Ms. Olivia Atkinson by e-mail at Olivia.Atkinson@dcwater.com to obtain the RFQ document. Requests must refer to Contract No. 100150.

The scope of the CHP contract includes design, construction, and operation of facilities that will use digester gas and/or natural gas to fire combustion gas turbines to generate electric power. Hot exhaust gases from the turbines will generate steam for the thermal hydrolysis component of the BMP Main Process Train by utilizing waste heat in heat recovery steam generators. A backup steam boiler will be utilized to ensure adequate steam production. The CHP Project is also expected to include digester gas compression, natural gas compression, and support systems.

After review of the SOQs received, DC Water will shortlist the three (3) most qualified firms in accordance with the evaluation criteria listed in the RFQ. DC Water will then issue a Request for Proposals (RFP) package to the shortlisted firms, who will be invited to submit a proposal. Selection of the Design-Build-Operator will be based upon both technical and price elements in accordance with the selection criteria specified in the RFP.

The contract resulting from the RFP will be subject to Fair Share Objectives for Minority and Women Business Enterprises (MBE and WBE) in the amounts of 28 percent and 4 percent for the professional services component, and 32 percent and 6 percent for the construction component,respectively. The programrequirements are fully defined in the U.S. EPA’s Participation by Disadvantaged Business Enterprises in Procurement Under EPA Financial Assistance Agreements –May 27, 2008.

SOQs will be accepted until September 7, 2010 at 4:00 p.m. local time by DC Water’s Olivia Atkinson located on the 5th floor of the Central Operations Facility (COF). A pre-SOQ meeting will be held at DC Water’s COF building, 5000 Overlook Ave, SW,Washington, DC 20032 onWednesday, August 4, 2010, starting at 10:00 a.m. Persons attending will have to obtain a visitor’s pass at the security building located at the plant’s entrance. Please allow 30 to 60 minutes to complete this process. The COF building is located immediately to the right of the entrance gate. Parking will be available in designated areas.
