HPA APPLAUDS GOVERNMENT SUPPORT FOR WARMER HOMES


T


he Heat Pump Association (HPA) has commended the UK Government’s proactive stance on energy effi ciency and warmer homes with


the announcement of a comprehensive package of measures, signalling a signifi cant step towards a low- carbon future. The unveiling of a further £1.545 billion for the Boiler Upgrade Scheme from 2025-2028, among other initiatives, refl ects a commitment to driving low-carbon heating, reducing carbon emissions and assisting households in England and Wales to transition to heat pumps. Furthermore, a new £400 million energy effi ciency


grant, set to launch in 2025, will enable households in England to make impactful changes such as upgrading to bigger radiators or implementing better insulation. This grant, coupled with the proposals outlined in the Future Homes and Building Standard, consultation, reinforces the government’s commitment to ensuring that all homes are energy-effi cient and reduce carbon emissions.


Other notable announcements include: ¡ A new local authority retrofi t scheme, allocated £500m to support up to 60,000 low-income and cold homes, including those off the gas grid. ¡ The Social Housing Decarbonisation Fund, allocated £1.25 billion to support up to 140,000 social homes to be retrofi tted. ¡ The Green Heat Network Fund, allocated £485 million to help up to 60,000 homes and buildings access aff ordable, low-carbon heating through new heat networks. ¡ The Heat Network Effi ciency Scheme, allocated £45 million to improve around 100 existing heat networks. ¡ An additional allocation of £15 million to the Heat Pump Investment Accelerator programme. Commenting on the announcement, Charlotte Lee,


chief executive of the HPA said: “The £1.545bn confi rmed additional funding for the Boiler Upgrade Scheme for 2025-2028 is a very welcome boost for the heat pump sector. It shows a clear commitment to supporting the deployment of heat pumps and is equivalent to a 240% uplift in current annual funding. Whilst the boost for the future BUS is very welcome, we would like to see a fi rm commitment from the Government to increase the 2024-2025 BUS budget which remains at £150m and at that level, risks restricting growth in the market during this time.


So it is a welcome move to see the Government


confi rm this. The Heat Pump Association welcomes the government’s commitment and looks forward to collaborating on the detailed implementation of these initiatives.

CIBSE ENGAGES WITH CLIMATE LEADERS AT COP28

IBSE President Adrian Catchpole and chief executive Ruth Carter represented the institution at COP28, bringing CIBSE’s expertise on embodied carbon


to centre stage in a series of presentations and panel discussions in the prestigious Blue Zone of the event. It was a busy schedule, involving multiple networking


events both around the Expo area and at the Dubai campuses of Herriot-Watt and Birmingham universities. Talks given by Adrian covered issues around engineering leadership, the next zero carbon agenda and climate resilience as well as embodied carbon. Adrian was both impressed at the calibre of delegates and also encouraged by the reception of the CIBSE messaging. “We went with a clear message on embodied carbon, intending to increase the focus on the subject. We are good at building zero carbon assets, but we need to shift the dial to focus on the way we select the


materials we use. “The built environment sector was out in force with a determination to see action. I sensed a real change of gear. We know how to address the climate challenge, this COP was about how we turn that knowledge into action. “The question now for our industry, and our


government, is what levers we use to drive change. If government wavers on its commitment to legislate for change, then it will be up to us to convince our clients of the need to do the right thing – and that is a much more diffi cult prospect.” While in Dubai, Catchpole signed an MOU between CIBSE and the Society of Sustainability and Green Materials (SSGM), agreeing to collaborate to promote membership and shared priorities.
