OU might be surprised to learn that a locally


based quality system consulting business is achieving sales ot nearly £2m in the USA. The company Quest


International Associates Ltd., along with its “daughter” Quest USA was set up under the auspices of the Government’s Enterprise Allowance Scheme. Founder Mervyn Hewlett recognised the opportunity for Quest in the USA, during a visit to Detroit, . Michigan, in 1991. Mr Hewlett quickly observed that major organisations in the USA see the spreading requirement for ISO registration by European customers as an unofficial “trade barrier". In an effort to maintain a


competitive edge, several thousand companies in the


USA have responded to this by becoming registered and the number is growing. Mr Hewlett previously


worked as a management consultant before coming to Lancashire in 1989 as director of quality for a kitchenware firm in Burnley. He left that firm in 1990 when economic conditions forced him to dismantle a top class quality team he’d recruited. He then started his


consultancy business by working in South Africa and the UK-working with small companies doing grant aided sub-contract consulting work for a leading consulting firm in Manchester.


• Mr Hewlett recalls that in 1991 he was “receiving £40 per week on the Government Allowance Scheme and I couldn't believe how complicated and difficult a documented

quality system had to be to get ISO 9000 registration. Aware that the DTI

Enterprise Initiative Scheme was rapidly being replaced as well as the implications for funding, Mr Hewlett Americanised Quest by using British expertise to show US managers the benefits of a “no nonsense" ISO 9000 quality system. With a concentrated focus on quality and service the “Quest Approach” quickly established itself and is successfully operating in a number of Fortune 500 companies. Mr Hewlett also acknowledges that opportunities exist in the US “because (as he put it) we have skills US companies need and are prepared to pay for—the same cannot be said of UK companies.” He believes this is a sad comment on


consultants are used to achieve results quickly. Consulting fees are a secondary consideration for larger more profitable organisations. There is also a consultancy


oriented culture in the USA which permits middle managers to hire consultants easily to work on departmental level projects. By and large, American managers do not feel threatened by consultants and US senior managers simply want results. However American


organisations do not fully appreciate that a quality system assessed externally by registrars such as BSI

USA, Inc. was established in the Detroit Metropolitan area in May 1992. The offices are located in St Clair Shores, Michigan which is a fashionable suburb of East Detroit, on the banks of Lake St Clair. The office provides selling, marketing and administration services to • clients and supports the consulting and training operations, making travel and accommodation arrangements for UK and American Consultants. There is a UK based director who runs the office on a day to day basis, spending a month at a time in the office with a short two week break between visits. In addition to the director there is an administration controller, sales executive and an administrative assistant. The financial controller reports directly to the managing director in the UK. There are two British and two American Consultants based in the USA who carry out consulting and training assignments for clients, all over the USA. This basic resource is supplemented by experienced consultants who travel to the USA on monthly tours, visiting clients in most parts of the USA.

What Next?


Hewlett has no doubts “the business must continue to expand rapidly in the USA; success in the USA must lead to success in the UK and in Europe.” Last year Quest carried out assignments in France and Germany. In the USA, Quest is opening an office in Denver, Colorado and hopes to open further offices in Florida and Virginia during the year
