T h e S e c re ta ry ot S ta te ’s N o vem b e r 1993 Policy Gu id a n ce to the Commission has been modified by the deletion of the last sentence of


paragraph 3.


Th e effect of this change is to make clear that the preservation of the existing two-tier structure of local government is an option the Commission may recommend.


As a consequence ot this change, the Commission has decided to extend the period for the submission of proposals to the Commission.
