With branches nationwide, the service is provided by volunteers who in their sparetime visit victims, listen to them and discuss the effects on them of the crimes, which can range from a handbag snatch to rape and murder.
The Burnley, Clitheroe and Pendle V.S.S. works on referrals from the police and in most cases victims are put in touch with the scheme.

GRAMMAR SCHOOL, YORK STREET, CLITHEROE, LANCASHIRE
Pursuant to Section 63 (2) of the Education and Reform Act 1988, the governing body of Clitheroe Royal Grammar School hereby gives notice that:
1. On 1 st February the governing body of Clitheroe Royal Grammar School published proposals in respect of the school for the acquisition of grant maintained status under Section 62 of the Education Reform Act 1988 and submitted them to the Secretary of State for Edu cation and Science for his determination.
2. The proposed date of implementation of the proposals is 1 st September 1991.
3. If the proposals are approved, the school will on that date
i) cease to be maintained by Lancashire local edu cation authority
ii) be conducted by a newly constituted governing body and maintained by grants paid by the Secretary of State for Education and Science
4. If the school becomes a grant maintained school, it is proposed to adopt the following arrangements with respect to admission of pupils to the school.
Only children who attain the required standard in the prescribed arrangements for selection by reference to ability or aptitude will be eligible to be considered for admission to the school. These arrangements require that, in order to be eligible for consideration for admis sion to the school, would-be pupils must have attained a standard similar to that previously set by Lancashire Authority, and also must be recommended where pos sible by the headteacher of their previous school as suitable for a grammar school education. Arrange ments to take the tests will be announced by the governing body in the local press in October each year, and the tests themselves will be taken the following January at a venue to be announced.
The number of intended admissions for the year com mencing 1st September 1991 will not normally exceed 120 at age 11.
The school will establish arrangements for appeals against non-admission which it is intended will include an independent element. Details of admissions and appeals arrangements will be published each year.
The number of intended admission to the sixth form for the year commencing September 1991 will be 160. Admission to the sixth form is open to all applicants. The school reserves the right to refuse admission if the applicant seems unlikely to benefit from the type of courses offered.
Where applications for admission exceed the number of places available the following criteria will be applied, in the order set out below, to decide which children of those who have reached the required standard in the selection procedure, to admit:
i) children resident in the existing catchment area of the Ribble Valley. Roman Catholic children attending Roman Catholic Primary Schools are expected to transfer to the appropriate Roman Catholic Secondary School.
ii) children resident outside the existing catchment area of the Ribble Valley.
If the school wished to change any of the items above it would have to agree any changes to its admission arrangements with the Secretary with the Secretary of State for Education and Science.
5. The proposals may be inspected at the Ribble Valley Council Offices or in local public libraries (Whalley and Clitheroe) or by appointment at the school offices.
6. Section 62 (10) of the Education Reform Act 1988 pro vides that within two months of the date of publica tion of the proposals any of the following may sub mit objections to the proposals to the Secretary of State for Education and Science:
(a) any ten or more local government electors (b) the governing body of any school affected by the proposals
(c) any local education authority concerned

EXPLANATORY NOTE (This Note is not part of the Order)
This Order makes provision for the welfare of animals in markets. In a market it is an offence to permit an unfit animal to be exposed for sale (article 5), to cause or permit any injury or unnecessary suffering to an animal (article 6), to handle or tie animals in a particular way (article 7) to use excessive force to control an animal (the use of sticks and goads is also restricted) (article 8) or knowingly to obstruct an animal or wantonly annoy an animal (article 9).
The market operator must ensure that animals are properly penned and caged (article 10), adequatley provided with lighting and bedding (article 12), and that there is accom modation for unfit animals (article 16). Duties are placed on the owner (or his duly authorised agent) or the person in charge of the animal to ensure that it is adequately fed and watered (article 11). It is the duty of the market authority to provide covered accommodation (article 13) and other faci lities (article 15) including ramps for the purpose of loading and unloading animals out of a vehicle (article 19). There are specified restrictions on the sale of calves (article 14).
Provision is made for the detention and treatment of'unfit animals (article 17), for an inspector to mark, or cause to be marked, an animal for identification purposes (article 18) and for offences (article 20).
The Markets (Protection of Animals) Order 1964, as amended, and other miscellaneous provisions concerned with the protection of animals and poultry are revoked (arti cle 23).

NOTICE IS HEREBY GIVEN that the Lancashire County Council have made an Order under Sections 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, the effect of which is to prohibit any vehicle from proceeding along Worston Road, Chatburn from its junction with Clitheroe Road for a distance of 180 metres in a southerly direction.

NOTICE IS HEREBY GIVEN that the Lancashire County Council intend to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which is lo prohibit temporarily any pedestrian from proceeding over that length of footbridge at Clitheroe in the Borough oI Ribble Valley indicated below:-
Thal length of the footbridge over the Blackburn-Hellifield Railway Line, at Clitheroe. in the Borough ol Ribble Valley, from its junction with Kemple View in a general South-Easterly direction, and then in a general Southerly direction, a distance ol approximately 105 metres.
The temporary closure is necessary to enable British Rail to replace the bridge superstructure.
The alternative route tor pedestrians affected by the closure will be via Kemple View, Henthorne Park, Pine Grove, Victoria Street, and Woone Lane.
The Order will be operative trom Monday. 4th March, 1991, lo Wednesday the 20th March, 1991, inclusive.
