THE controversial foot­ path linking Mayfield Avenue and Littlemoor Road, Clitheroc, could soon have a smart new look. For the Ribble Valley


Council's Housing Com­ mittee has written to the county council, backing an JES.500 “ tidy up” scheme. The scheme includes


surfacing the path with tarmacadam, drainage works and the provision of lighting. Last year the local au­


thority wanted to close the footpath, but the De­ partment of the Environ­ ment decided that it should remain in use fol­ lowing a public inquiry.


No licence


A CLITHEROE man was fined £25 by the town’s magistrates for keeping a ear on a road without an excise licence. Ralph Michael Pye (38),


of Faraday Avenue, who was also ordered to pay


£33 back duty, told the court that the offence had occurred while he was re­ cuperating from a major operation. He had parked the car


in the road outside his home after the licence had expired on October 31st, but had not driven it after that date.

opened on April 8th, Mr Joseph Nelson (snr), of Parkwood Walk, Har- nurhey, Manchester, said his son was born hand­ icapped with Downs syn­ drome. He proved dif­ ficult to cope with at


home and had become resident at Calderstones about eight years ago. In March he was told

GOVERNMENT propos­ als to change the rating system were discussed by members of the Ribble Valley Council’s Finance and General Purposes Sub-committee, who agreed that some form of property rating with more frequent revaluation by the district auditor should be retained. It was also agreed that


local authorities must be allowed to make a com­ munity charge and that individuals should be al­ lowed to claim rate relief through pay-as-you-earn to simplify the rebate system. These points will now be discussed by the Policy and Resources Committee. Borough Treasurer Mr Gordon Onslow said that a


Green Paper favoured flat rate community charge which all adults would have to pay. He favoured this com­


munity charge as a secon­ dary means of levying, complementing some form of property tax. There was basically no­


thing wrong with the pre­ sent rating system, al­ though revaluation should be done more frequently while the grants system needed reviewing. Coun. Bill Fleming (Bil-


lington) said the pressure for change had come be­ cause of the total abuse of the system by some au­ thorities.

BOOKS issued from Iib- aries in the Ribble Valley in the first four months of the year in­ creased by 618 to 159.328 compared with the same period last year. Although the number of


adult books issued fell, those for children rose bv 1,062. District Librarian Miss


Barbara Snell, in a report to the Ribble Valiev Council’s Recreation and Leisure Committee, said the increase in books issued to youngsters was as a result of special events held to highlight the children’s service. Mobile libraries had ilso been well patronised


over the last quarter with 2,000 more books borrowed than during the same period last veai Some 200 fewer cassettes were issued.

THE detailed application for the erection of public conveniences on Church Walk, Clitheroe, has been Accepted by Ribble Valley planners. The borough council’s


development sub-commit­ tee was told that two let­ ters of opposition had been received. Complaints were that


the development would in­ hibit private rights of way around the site, the in­ creased use of the area would present access problems and that trees would have to be emoved. The committee accepted


the recommendation of Borough Planning and Technical Officer Mr Philip Bailey. He said that the structure would have a natural slate roof­ ing and roughcast render to the external walls. Three small trees would


have to be removed, but a landscaping scheme was Incorporated in the dev­ elopment.
