A change of role
for John
LOCAL television viewers may have had something of a dcja-vu feeling when they
saw Clitheroe actor John Stratton in the BBC-1 play “When we are married” on Monday. _ For one of Mr Stratton’s
first-ever ventures on to the stage was in the same play at th e age of 15 — in a Clitheroe Royal Grammar School Dramatic Society production. Directed by the former headmaster, the late Mr Laurence Hardy, the play was put on in the school hall in the early years of the war. But Mr Stratton could not

‘Forgotten Road’ in the dark
RESIDENTS on Clitheroe’s Kenilworth Drive — part of a new housing estate — are somewhat happier now that dangerous potholes in their pavements and road have
been filled in. After angry ' householders
had complained to the Adver tiser and Times about the state of their street — known by some as Forgotten Road — building contractor? for the development, Whittaker and Son, of Blackpool, promised to carry out improvement work. But although the pothole
problems were rectified, the residents still had no street lights for Christmas. Street light stanchions have
been delivered to the estate but. are still lying in piles on
the roadside. The estate has never had
any street lights and some residents have been living there for nearly three years! However, there are hopes
Sewage rate
refund arrangements
RATEPAYERS who now qualify for a refund of their 1974/5 sewerage payment will receive it by way of a rebate from next year’s rates bill.
But for the Ribble Valley Borough Treasurer’s depart ment, it will mean working out for the fifth time some ratepayers bills, because of changes in government policy.
While welcoming the deci

effect of the House of Lords’ judgment is to declare illegal all charges for sewerage and sewage disposal, levied during 1974/5 and the current year, on properties which are not connected to the public sewers.
Said Mr Silkin: “The direct “This is the result of faulty
drafting of the Water Act 1973. It is quite clear from their statements in this House, and elsewhere, that the Conservative Government intended the Act to allow such charges to be made on all properties, whether con nected or not, during a transi tional period.
"Whatever the original
intention, however, it is right that those who have paid illegal charges should have them refunded. This is a big and complex task.
be complicated by the need to take account of the 50 per cent, relief granted to uncon nected domestic properties this year by the special domestic rating relief, which we gave in 1974/5 to help those whose combined bill for rates, water and sewerage charges in the first year of reorganisation would other wise have risen by an unac ceptable amount — and by the fact that the general services charge covers other items besides sewerage and sewage disposal.
“Calculation of refunds will IT
also be involved in identifying all the properties, other than domestic ones, which are unconnected. Arrangements are therefore being made with local authorities for refunds to be made by way of rebates from next year’s rate demand. It .vould not be practicable for refunds to be made before then.”
‘Considerable work will The statement added that
the total cost of refunds will be something over £60m., and, given their statutory obligation to break even, the Water Authorities would have to recover this cost from higher charges to the rest of their consumers — the great majority — whose property is connected to the sewers These connected consumers would, of course, have faced higher charges in the past two years if the unconnected prop erties had not been charged.
after giving careful considera tion to the views of the National Water Council and the local authority associa tions that the Exchequer should meet the cost of refunds, the Government had decided that it would not be right to impose a new burden on public expenditure in this way. No part of the costs of the refunds will fall on local authorities

THE first meeting of the Rib ble Valley Committee of Age Action Year will take place a week on Friday at the Pendle
