tho Householders or thoir mon servants at the fairs lyns evidently twofold: first to pro- ndo a retinue for the Lord or Uie Steward, when lie atlendeil to proclaim tho fair; and secondly’ to obtain a sufficient, force to keep order among tlio largo number of persons fre­ quenting tlio fair. By the Statute of Northampton (1328) it


was provided that the Lords which have fairs h.v Charters or otherwise shall hold them during the time that they ought to do and no longer upon pain to seize such fairs into file King’s hands, and that every Lord at tho beginning of lua Fair shall proclaim how long tho fair .sliall endure. It wn.s usual for fairs in ho proclaimoil with a good deal of State. Tlio Bailiffs of Clitlinroe ase<l to go in proces­ sion to proclaim the fairs there, attendwl hy tho Bluocaps or Javelin Men, and procwled hy musicians.
