In contrast, toll by transponder users have established toll road accounts, which may be backed up by bonds or credit lines. Toll charges can be assessed immediately. The toll road still sends a printed monthly invoice to the address on record, but the transponder owner can see charges soon after they post when using a software program like INFORM Tolling from PrePass. Compared to waiting for the mailed invoice, transponder software gives motor carriers a head start on gathering data to challenge any inaccuracies. Charges are known, and payment is all but assured, enabling toll authorities to discount toll by transponder charges and encourage their use.


Also, users of PrePass Plus, an electronic toll payment platform offering a single transponder for multiple toll agencies, receive consolidated billing on one invoice. This is a significant advantage over toll by plate billing with numerous invoices from different toll agencies. In addition, PrePass Plus automatically passes on any available toll volume discounts.


WHAT IS THE “BOTTOM LINE” FOR TOLL BY PLATE VERSUS TOLL BY TRANSPONDER?


The Minnesota DOT study placed the administrative costs of a transponder transaction at 10 cents each, while a toll by plate transaction came in at 35 cents per transaction. Similarly, the Minnesota DOT study puts numbers to the issue of billing and recovery. Non-payment of toll charges, called “leakage” in the report, is only 1% with toll by transponder. Leakage with toll by plate is six times higher, at 6%. In other words, tolling by plate is more expensive for toll agencies, and toll authorities pass those costs along to customers.
