| Large dams
Workshop 4 - Operational Safety of Dams and Reservoirs - will cover flow control failures, management, control and operation, systems and systems engineering, modeling dam and reservoir systems, hydrological modeling and river flow routing, reservoir and outflow control, disturbances, release function and human factors, and discharge conveyance function. Greg Baecher of the University of Maryland, Des Hartford of BC Hydro, and Romanas Wolfsborg of Vattenfall will present this workshop. Workshop 5 - Environmental Adaptation of Dams - will look at environmental mitigation measures on dam facilities and their operation with maintained dam safety. Participants will work in groups on hypothetical future dam re-licensing projects to find conceptual designs that create synergies between environmental mitigation measures and dam safety upgrades. Joakim Thanke Wiberg of The Hydroelectric Environmental Fund will coordinate this workshop. Workshop 6 - Capacity Building - will discuss how ICOLD can help retain and attract experienced and young engineers in the dam industry and increase their knowledge. It is relevant to the entire dam industry, including water dams, hydropower dams, and tailings dams. This workshop is part of ICOLD’s initiatives through the Young Professionals Forum and Capacity Building Committees. ICOLD 2023 also presents a unique learning opportunity for young professionals worldwide. In addition to tailored events and initiatives for these delegates, ICOLD 2023 integrates them into all aspects of the program. Attendees are strongly encouraged to participate in ICOLD Technical Committee meetings and workshops, as well as the Symposium and other events. This provides a rare chance to engage with subject matter experts and contribute to the development of leading practices. The Young Professional program offers several opportunities for participants, including the ICOLD Young Professionals Forum, a networking event, paper and poster awards, sponsorship categories, mentorship opportunities, and an information booth in the Exhibition Hall. By attending this international event, young professionals can establish connections with technical leaders and organizations at the forefront of dam engineering. This exposure allows them to bring back valuable insights to improve projects and practices within their home organizations. Companies and ICOLD National Committees also benefit from the presence of young professionals, who can help establish contacts and bring fresh perspectives to the table.

AFRY
In early April it was announced that Paraguay’s state-owned power utility Administración Nacional de Electricidad (ANDE) has awarded AFRY, in consortium with Latinoconsult S.A., the planning and supervision
of the rehabilitation and modernisation of the 200MW Acaray hydropower plant.
Paraguay is one of the world’s leading producers of
clean renewable energy per capita, most of which is generated from hydropower plants. The Acaray hydroelectric station was commissioned in 1969 and it is located in the department of Alto Paraná. The renovation and modernisation project is financed by the Inter-American Development Bank (IDB) and is part of ANDE’s 2021-2040 Generation Roadmap which envisions the expansion of the hydro complex with the development of 19 small hydro projects, solar photovoltaic plants, hybrid and battery energy storage systems.
AFRY, with its consortium partner Latinoconsult from
Argentina, will provide full services for the rehabilitation and modernisation of the Acaray hydropower plant with the aim of extending the plant’s lifecycle, improving its availability and reliability and increasing the electrical generation capacity. The first phase of the project will last approximately 20 months. AFRY will review previous studies and design technical solutions that will be tendered and ultimately implemented during the second phase of the contract which will take place in the following 40 months. During the execution of the rehabilitation work, AFRY will supervise the contractors on site and verify the technical and social-environmental compliance of the project. As hydropower is the main source of clean energy in Paraguay, the 200MW Acaray–Yguazú complex is one of the most important power plants to meet the country’s growing energy demand and to accelerate the sustainability transition. It is therefore essential to modernise and further improve the power generation infrastructure with state-of-the-art technology, security systems, monitoring instrumentation and emergency action plans, in order to guarantee the safety of neighbouring population centres and improve the sustainability of the electricity service by ensuring continuity and an increase in renewable energy. During the official ceremony held in the presence of the President of the Republic of Paraguay, Mr Mario Abdo Benítez and the ANDE authorities, including its president, Eng. Félix Sosa and the executive team,
