n additional Member of the U.S. House of Representatives has become a cosponsor of H.R. 2460, a bill that would require automakers to provide all parts data to automotive recyclers. The current eight cospon- sors to this legislation by Rep. Adam Kinzinger (R-IL) are as follows:

California Continues Fight Against Unlicensed Operators


T


he California Department of Motor Vehicles (DMV) has continued its vigorous enforcement by the Vehicle Dis- mantler Industry Strike Team (VDIST) with two recent enforcement operations targeting 63 locations in San Diego and Fresno. The VDIST’s “...sole mission is to identify and shut down unlicensed vehi- cle dismantlers” according to the DMV Chief of Investigations. Besides investi- gating compliance with state dismantling guidelines, the VDIST checks on compli- ance with environmental and VIN laws, the latter of which could result in the de- tection of stolen vehicles and parts. The VDIST is the result of legislation signed into law in September 2016 re- quiring the DMV to collaborate with representatives from other California Agencies and Departments to investi- gate unlicensed and unregulated vehicle dismantling. ARA affi liated state chap- ter, the State of California Automobile Dismantlers Association (SCADA) was instrumental in building the case for the legislation and getting it passed. The state has until January 2019 to complete its investigations and make recommen- dations to the state legislature. ARA continues to congratulate Cal- ifornia members and SCADA on this important step forward in leveling the playing fi eld for all recyclers.

ecently at a House Energy and Commerce Subcommittee over- sight hearing of National Highway Traffic Safety Administration (NHTSA), Rep. Adam Kinzinger raised the need for NHTSA’s leadership to convene a high-level recall summit between auto- makers and professional automotive re- cyclers.


After inquiring about the status of his

Throughout the hearing, there were a number of statements, question/an- swer segments and dialogue that helped to fl ush out persistent recall procedural challenges as well as NHTSA’s disap- pointing response and lack of imple- mentation of the OEM-mandated recall data rule. During full House Energy and Commerce Committee Chairman Greg Walden’s (R-OR) opening statement, Walden commented “Looking at the recall issue on a broader scale, I am also very interested hearing about efforts to improve secondary market players’ abil- ity to identify and remove recalled parts from the supply chain.”


It is only through comprehensive ac- cess to both original equipment part numbers of recalled parts, tied to specifi c VINs and other OE parts identifi cation information that automotive manufac- turers and professional automotive recy- clers can come together to:


• Enhance overall motor vehicle safety; • Help improve recall remedy rates; and


• Seek to effectively address the federal recall remedy requirements for used equipment enacted 15 years ago in the TREAD Act.


The ARA continues to request a swift and productive implementation process, and is committed to work with NHTSA and the auto manufactures, to that end. 
