In conclusion, this scientific policy brief has the potential to enact SDGs, proposing further cooperation between the UK and US governments and public/ private partnerships. HEMSS builds upon HIMSS, which struggle to be unified for public health and patient safety. HPO policy for HEMSS stewardship of BM will predict health and precision care. AIDRS and the CQC align the ICS with GMS- Life Science (Science) and the AISI-AIRR (Technology) to develop, authorise and adopt classifications. The author proposes that the UN promotes a guide to HPO policy with stewardship of pre-eXam and eXam classifications. UN guidance on classifications helps nations accelerate and share HPO progress on good health and wellbeing with decent work and economic growth with HEMSS.

Following a decade of national and international presentations, James has been invited by the United Nations to submit a Scientific Policy Brief for the Population Health Management of Human Phenotype Ontology as the primary care for each citizen point of need. Peer- reviewed and authorized-for-publication papers (5/6 complete) will transition to the open-access CC BY-NC 4.0 license contingent on funding.


The final paper in this series awaits recommendation for publication in the Frontiers Journal of Medicine and Public Health with AI, underscoring its transformative potential for future pathology practices. Extracts from James’ earlier work, and new findings that have undergone interactive peer review, will be shared with Pathology in Practice throughout 2025.
