Chairman’s introduction to the 2025 STA Annual Guide
Welcome to the STA’s 2025 Annual Guide. We hope you fi nd the guide useful and informative, whether you are here for the fi rst time or are a long time member.
As you may know, 2025 will be the 30th anniversary of the formation of the STA. Originally set up to provide guidance and technical support for emissions monitoring organisations, it has since grown to include process operators, equipment suppliers, small businesses regulators and accreditation bodies.
Long term members will remember the guidance notes and the STA stamp of approval. These were the forerunners of the MCERTS scheme.
Not only has the STA provided technical support but has also been instrumental in driving improvements in the safety of stack testing - through guidance notes which evolved into The Yellow Book – the always evolving ‘go to’ guide for mitigating the risks and hazards associated with emissions monitoring.

None of this would have been possible without the membership. Monitoring standards and techniques can’t evolve in isolation without input from those who carry them out in the fi eld or apply the results for compliance. Similarly, industrial health and safety culture has changed almost beyond recognition over the past three decades. Examples of good health and safety practice come from all areas of industry and without our broad membership to contribute such examples, I feel we wouldn’t be where we are today.
All of the above implies that we have ’solved’ stack testing, and that there is no more to discuss. Nothing could be further from the truth. Anybody who has attended a general meeting will have seen evidence of this. Furthermore, the industrial landscape is changing and, in the coming years will continue to change with the drive towards net zero. Tighter emissions limits, new pollutants and new processes mean that the science of quantifying industrial emissions must also move forward and the STA will be instrumental in driving that change.
I have been attending the STA for nearly 20 years now and as such must fall into the ‘old guard’ category. I am however passionate about involving ‘the next generation’ in the STA’s activities and meetings. I would encourage existing members to give junior staff the chance to attend meetings so they get a feel for what the STA is about. I will also help contextualize the hard work they carry out.
If you are new to the industry or needing additional support I would encourage you to join the STA. For a relatively low annual fee, your organisation will benefi t from discounted specialist training, access to a diverse support network, and involvement in the development of industry standards and regulatory guidance documents.
Finally I would like to thank those involved with the day to day running of the STA – Andy Curtis, Samantha Harvey and Simon Medhurst.

The Source Testing Association is committed to the advancement of the science and practice of emission monitoring and to develop and maintain a high quality of service to customers. The Association was formed in 1995.
Every two years, the membership elects offi cers who become the governing body and directors of the Association. The Association is a non-profi t-making organisation and all proceeds are used to enhance membership services.
