the phrase “Stay out of grown folks’ business.” It needs no explanation. Six little words, and you know to go back to the kids’ table and mind your business; whatever that is in adult minds.


As a child, maybe that’s fine. But


as you mature into an adult, you begin wondering when you will be allowed a seat at the table of “grown folks’ business.”


I’m 20. And even now, I still get told to mind my business.


Yes, I still live at my parent’s


house, eat my parent’s food, and spend my parent’s money. But I’ve had four jobs (one of which I worked a full 40 hours a week), I just bought a car, and when I’m at school, I think I do a pretty good job of keeping myself alive. In my head, all of this qualifies me to at least place a drink on the table.


Yet often times, my opinions on


certain issues are invalidated because of my lack of “life experience.” When it comes to being married or raising children, I completely agree. I have no knowledge, and I hope I don’t learn about them anytime soon. But with things


like politics, young people’s


opinions matter more now than ever. Sometimes, when I express my


political views, I am harshly criticized. “You don’t know what you’re talking about” and “Just vote” adults say. Instead of offering


a constructive


response, the person has assumed that since I am young, I cannot possible comprehend


the American political


system. But maybe, just maybe, a 20 year old young adult, who has grown up with school shootings, a surge in mental health issues, and a resurgence


in extreme racial division, knows a little bit about what she’s talking about.

the seat that I’ve been waiting for my whole life. During the panel, we explored a mélange of other issues like reparations, police brutality, and systemic oppression.


Whenever I disagreed with a


point, I respectfully waited my turn and offered a counter point. When they disagreed with me, they did the same. Instead of being attacked and shut down by adults who have deemed themselves more versed on the subject because of “life experience.” I was listened to.


Yes, they listened. The panel was fruitful because


of the contrasts in age. From the adults, came wisdom and the advice of forethought. My perspective brought a renewed way of solving our community’s issues, and challenge to ways of thinking that have proved harmful in the past.

After the panel was over, I about how


desperately the Black community needs these intergenerational discussions. We preach open communication between us and _______ (insert white people, the government, etc.), but we don’t apply the same philosophy to our own community. We promote and enable a hierarchy of thought based on age, and we shouldn’t silence those who have something to say over age (or lack of). Pull up more chairs to the table of “grown folks’ business” because we will progress further when we are united and working together.


This document constitutes a request for a sealed proposal from an experienced and qualified source to provide engineering services for the City of Virginia Beach Development Authority (“VBDA”).


II. Background


The VBDA has control over 500 acres (nearly 300 acres of which are still available) of land and other fixed (buildings) assets such as six municipal garages, two golf courses, warehouse space, and office space. The VBDA is authorized to contract and be contracted with, acquire,


exchange, gift, lease, or otherwise, to improve, maintain,


whether by purchase, equip, furnish,


and construct one or more VBDA facilities, lease, sell, exchange, donate, and convey any or all of its facilities or other properties (real or personal), issue Industrial Revenue Bonds, and administer the Economic Development Investment Program (EDIP)


III. Scope of Work


The VBDA is soliciting statements of interest and qualifications from interested firms to provide a variety of engineering, surveying, real


estate


Demonstrated ability for a high degree of public participation


coordination for input and resolution of project issues (10%)


Evidence of cost control effectiveness (10%)


Responder can have no outstanding debts or claims against the City of Virginia Beach at the time of execution. (Pass/ Fail)


Insurability (Pass/Fail) – Qualified responders shall


have


insurance requirements listed below: FORM LIMITS Workers' Compensation Statutory Automobile Liability


Combined Single Limit acquisition,


inspection, project management, technical and support services, including but not limited to: studies, design, transportation planning and analysis, incidental land surveys, environmental services, testing and analysis, structural and geotechnical engineering,


and landscape design


services. These services will be provided on an annual basis and renewable annually for four (4) additional years for a total term of five (5) years. The maximum amount for any work order and the annual maximum shall be in accordance with § 2.2-4303.1 of the Code of Virginia as amended. There is no guarantee of the amount of work that will be authorized.


IV. Contract Term


The contract period shall consist of a term of one (1) year with four (4) optional one- year renewals at the option of the VBDA.


V. Evaluation Criteria


(The percentage listed in parenthesis is the weight that each selection criteria will have in the evaluation of the proposals.)


The selection criteria require:


Professional qualifications of staff assigned and specialized experience in the type of work required (20%)


Familiarity with project and conceptual approach

in particular the stormwater


requirements. Engineer must be able to demonstrate SWMM experience using the Master Models from Virginia Beach Public Works (10%)


Quality of past performance on similar projects (10%)


Experience and qualifications of any consultants (10%)

VI. Submittal of Proposals


Each respondent must submit with its proposal the items listed below:


a. Five copies of each proposal in a sealed envelope marked “RFP # VBDA-21- 02, Annual Services Contract for General Civil Engineering” on the outside.


b.


All proposals shall be received and date-stamped in the location described below no later than Monday, October 5, 2020 at 3 p.m. All proposals received after that time will not be considered and will be returned unopened to the respondent.


c. A non-mandatory pre-proposal
