Miller graduated from West-


mar College in LeMars, Iowa, with a degree in political science and minors in computer science and economics. He received his Certified Association Executive (CAE) in 2014 and cur- rently serves on the American Soci- ety of Association Executive’s (ASAE) CAE Community Outreach Commit- tee, as well as the ASAE Executive Management Section Council.

SCA’s Government Affairs Department leads ASCA’s efforts to promote the interests of the ASC community before federal and state legislative, regulatory and executive agencies. Working with state ASC associations and industry leaders, the department staff identify and analyze critical health policy issues concerning ASCs and act to enhance and protect each ASC’s ability to continue provid- ing high-quality patient care. Staff in the department also work


to keep the ASC community alerted and engaged on the most important

policy challenges facing ASCs. ASC community involvement is the most powerful tool for shaping and influ- encing public policy.

Kara Marshall Newbury has been with ASCA since 2011 and serves as the organization’s regulatory counsel. In this position,


she spearheads ASCA’s federal regu- latory efforts and works with the Cen- ters for Medicare & Medicaid Services on payment policy, survey and certi- fication and quality issues impacting ASCs. Prior to this role, she coordi- nated state legislative and regulatory affairs for the association. Before join- ing ASCA, she served as the assistant director of state government affairs at the National Association of Profes- sional Employer Organizations and staff attorney and director of govern- ment relations for the Community Financial Services Association. New- bury began her career working for the Ohio Senate and has 16 years of state and federal government experience. She received her undergraduate and law degrees from The Ohio State Uni- versity in Columbus, Ohio.
