Protection Desk (WCPD) Police Off icers across various cities and municipalities of Negros Oriental underwent a three- day Seminar-Workshop on Gender-Based Violence Laws, Case Build-up and Affidavit Drafting conducted by GWAVE (Gender Watch Against Violence and Exploitation) last September 18-20, 2019 at Cana Retreat Beach Resort, Amlan, Negros Oriental. A number of policewomen handling Gender-based violence cases in their respective stations heeded the seminar. The activity aims to hone WCPD Police Officers to efficiently and effectively assist victims of Gender- based violence in their respective stations knowing the applicable provisions of law and interpretations of such.

Legal minds in the Dumaguete city council are eyeing charges against agents of the National Bureau of Investigation (NBI) environmental crime division in Manila for arrest of 10 garbage collectors and drivers.


City eyes suit vs NBI Manila


In a special session Friday, the Council asked the NBI to shed light on what had happened. Councilor Karissa Faye


also invited during the special session, disclosed that regional officials of the Department of Environment and Natural Resources in Region 7 have denied any knowledge about the action of the NBI Manila. He said the mayor had contacted responsible officials in Manila and was informed they are unaware of the NBI’s actions.


Tolentino Maxino stressed there was abuse of authority when the NBI arrested the lowly employees. The employees said they were prevented by the NBI to take photos and videos in violation of their rights, worse, somebody from the NBI fired a warning shot with the use of a long firearm as if they were criminals. According to Councilor Maxino, they can also be charged for illegal arrests and arbitrary detention for more than four hours. They were only released on recognizance by the NBI upon the intercession of Mayor Felipe Remollo. Maxino said “there must be someone who is behind all these, either gahanan1 nga daoton ang Dumaguete or ganahan ra gyud manggulo sa administrasyon ni Mayor Remollo.” She stressed why these NBI agents singled out Dumaguete when a lot of open dumpsites are operating in Manila. Francisco Abella of the First Evangelical Church disclosed that the problem on unemployment has been a primary reason why families break up. “Unemployment problem is the number 1 cause of broken family. Nahisgotan ngano naguba ang pamilya? Tungod sa unemployment. Ngano modagan sila sa droga? Mamaligya na lang or mangawat na lang because of unemployment (We are discussing the cause of family break-ups. It’s because of unemployment. Family members turn to selling drugs or stealing because of unemployment),” Abella explained.

Staff Jecila Ocariza, who was also in the forum, announced some of agency’s scholarship programs on livelihood and skills training education as a response to Pres. Rodrigo Duterte’s socio-economic agenda.


“We are thankful that we


are able to help sa atoang mga kaigsoonan (to our brethren) who need most of the skills training for livelihood or employment or self-employment. TESDA is offering different scholarship program. This is one of the agency’s responses to the 10 socio-economic agenda of the President (particularly) in livelihood program,” Ocariza said.


Ocariza elaborated the four scholarship programs of TESDA during the forum, namely: Private Education Student Financial Assistance (PESFA), Training for Work Scholarship (TWSP), Special Training for Employment Program (STEP), and the Universal Access to Quality Tertiary Education Act (UAQTEA).


In support to the campaign on empowering families through livelihood, TESDA Provincial Administrative Officer Joshua Delos Reyes shared that their agency prioritizes drug dependents under the endorsement of the Department of Health (DOH), persons deprived


of liberty (or persons in jail), rebel returnees, and solo parents or children from broken families as beneficiaries of their scholarship programs. “The TESDA or the government is trying unsa ang matabang para lig-onon ang atong pamilya (TESDA or the government is really trying and continuously for ways to empower the family),” Delos Reyes dis closed during the Kapihan.

a welcome development and underscores that all efforts must be undertaken to prevent the break-up of families.


Apart from the economic issues, other common concerns cited include lack of spiritual values in the family, lack of time with spent with other family members stressing that family members spend more time with their gadgets than with each other, drug and other substance abuse. Philippine Mental Health Association (PMHA) Negros Oriental Executive Director Jude Mae Piñero said there are a lot of issues surrounding Filipino families nowadays and it is important that family members remain resilient in facing these issues. “The definition of family evolved through time but the importance of it remains. A healthy family has each other backs. What’s more important is how we surpass and how resilient we are considering the issues about divorce, those that pertain to emotional and mental problem.
