Parish fieldOne of the companies did not replywith a quotation for the new equipment so the clerk had approached a fourth company andwas awaiting plans. The clerk suggested an extrameetingwas held to look at the plans to save time at the next councilmeeting and thiswas agreed. TheHeave Itwas agreed that an excellent job had been completed on TheHeave, car park and field entrance. The clerk confirmed that the final payment had been sent to the contractor. Non-domestic rates The clerk reported that both she and the chairman had been approached on several occasions by a company offering to arrange a refund from the non-domestic rates, but for a charge.Cllr Gooch inquired about a potential refund withMBCand £4,234was refunded into the parish council account for 2012-2018. However, the investigation brought up that the parish council should probably have been paying rates on the pavilion. The refundwould be kept to one side until this was resolved. MaintenanceCllrManser asked the clerk to arrange the cleandown of the pavilion and informedmembers that one of the external slats on the pavilionwas still loose. Itwas not causing an issue so itwas felt it could be left until other jobs needed carrying out. Information board The clerkwent to check out the board at the bridge. The frame had ro�ed and the bo�omof the postwas slightly damaged so itwas suggested a carpenterwas contacted to quote for repair. CllrDoe offered to get a quote. Future projectsCllrGooch’s suggestions for future projects included replacement windows to the rear of the parish hall, as well as a replacement kitchen and flooring, flooring in the toilets and a kitchen at the pavilion. She also suggested railings at the parish hall and planters.CllrManserwanted to see a village clock installed in the parish. HermitageQuarry Itwas highlighted that a swathe of trees had been taken out that should not have been.Gallaghers apologised and said itwould not happen again. Phone box The BT phone kiosk at the bo�omofNorth Street had been removed.

HeathRoad. The intruderswere disturbed by an alarmbeing activated and left. AGiantmountain bikewas stolen from

BinsCllrDoe had received a complaint about the bins by the river as theywere regularly overflowing. The clerkwould contactMBCand ask for a larger bin. Allotments There had been a complaint about vacant plotswhich seemed to be left wild. The clerkwould find out howmany plotswere vacant andCllrDoewould visit the plots and report back. AccessCllrVizzard noted concerns about access on BroomshawRoad to the Pea Field. Developers had confirmed that thiswould be for emergency access only. There had been objections to the access from FullingpitsAvenue ontoHermitage Lane but Highways did not see it as an issue. RotaryClub The clubwanted permission to plant 1,000 crocus bulbs along the Tonbridge Road on the parish-owned land, as they had done last year. Thiswas agreed. Roll of honourCllrManser said shewould be happy to clean the roll of honour but it would need a step ladder.CllrDoe offered to help and provide a ladder. Itwas suggested that this taskwas combinedwith the annualwalk to check the trees. Pavilion The outside drain fromthe pavilion kitchen sink had been unblocked by a local company. Theywould be installing an external leaf cover and a sinkwaste trap to the kitchen sink. Storage container The clerk had contacted MuckyMunchkins to say theywere welcome to look for ametal storage solution for the group, as BYFChad nowinstalled their additional container. Crime report There had been a spate of burglaries in the Barming area. PCSOPay said jewellerywas being targeted, particularlyAsian gold.

Borough reportCllr SueGrigg hadmet the contractors and advised that a newcall for siteswas in the offing. The future of the Park and Ridewas pending and anothermeeting was due soon. Funding had been offered to the Scouts for disabled access to the assembly rooms. Li�erAcomplaint had been received about li�er on the village green froma recent


firework display. Itwas agreed that the deputy clerkwouldwrite to the manufacturerswith a le�er of complaint. CllrGriggwould send out a plea to all residents to clear their li�er. Speeding There had been a complaint about speeding along Lancet Lane andAnglesey Avenue, and a request for help from Speedwatch. Itwas agreed thatCllr Rigby would apply for an observation location.An appeal for volunteers had gone out in the newsle�er. The deputy clerkwouldwrite to the school to advise of the complaint and respond to the complainant. Neighbourhood plan The examiner felt the documentmet all the requirements to be a bona fide submission.MBCfeltmore detail was needed. The examinerwouldmake a site visit to Loose. SMART Therewas no further detail on the proposed 20mph zones. Lighting columns would be replaced in Loose Road. Therewas no update on the gyratory system. Plans for Wheatsheaf junctionwere pending. Brooks Field shed The newshed had been approved byMBCbut itwas likely that nothingwould happen untilMay at the earliest. Itwas agreed to gowith the decision of the LooseAmenities’Association. ParkingAresident had complained about parking at the top ofOld LooseHill. Itwas agreed that the deputy clerkwould respond. Annualmeeting Itwas agreed to hold the annual parishmeeting onApril 24. Precept The report by the Responsible FinanceOfficerwas discussed and an increase of 12.5%was suggested. This represented an increase of £7.83 per year for a bandDhousehold. Thiswas agreed. Coffeemornings Leaflets about the community coffeemornings had been delivered to about 90%of the parish. The deputy clerk had received details of a small grant application and itwas agreed she should apply for this to obtain further resources and equipment. Bus shelterCllr Rigby advised that seats could not be installed in the bus shelter at the top ofOld LooseHill due to restrictions in thewidth of the pavement. SewageAleak froman allotment downOld LooseHill had nowbeen repaired.
