Forth Ports applies for Tilbury2 order

Forth Ports’ Tilbury has applied for a development consent order for its proposed 152-acre Tilbury2 scheme on a former power station site. Tilbury has doubled the size

of its business in the past ten years and says it needs space to cope with a predicted doubling of volume across the quay, from

Edinburgh’s Extrordinair first to win security cert.

Edinburgh Airport-based Extrordinair has become the first freight forwarder in the UK to attain

phase 2 Security Management Systems (SeMS ) accreditation from the Department for Transport and

the Civil Aviation Authority (CAA). Sylvia Fleming, owner and founder of the forwarder,

The International Road Transport Union has suggested that hauliers should be allowed to organise driving and rest time hours over a four-week reference period, as part of its recommendations to the European Parliament and the Council on future rules for the

sector. It says that the proposals,

which would cover both freight and bus

and coach drivers

should include pragmatic ways to record other work and availability, while keeping current

rules on attaching compensation to both reduced

and daily rest. IRU advocates defining an

operator’s “home” as the country of establishment, as well as the application of a genuine four-week reference period to support the driver’s choice to return “home”. It also suggests a limited,

16million to 32million tonnes, over the next 10-15 years. Tilbury2 will be operational

in mid-2020 and will act as a satellite of the main port. It will comprise a ro ro terminal for containers and trailers, rail and road connections, processing and manufacturing facilities and storage for trade cars and other goods. Tilbury2 is part of Tilbury’s

£1bn investment programme, 2012-20 which includes the UK’s largest warehouse at its

existing 70-acre London

Distribution Park for Amazon UK, which began operating this autumn.

which specialises in animal transportation and operates the only Border Inspection Post for small animals in Scotland, said: “It is, quite an achievement for a small company,” pointing out that other companies to gain SeMS beforehand were airports and an airline.

IRU suggests shake-up for drivers’ hours

clearly described extension of daily driving time to enable drivers

to reach suitable

accommodation, as well as a practical solution for the manual registration of border crossings on the digital tachograph upon arrival at the first planned stopping place.

FTA condemns hike in Kent truck parking fines

The Freight Transport Association (FTA) has described increased fines for illegal truck parking in Kent as “poorly planned and disproportionate”. The association argues that the problem of trucks using laybys and other unsuitable locations will only be solved by adequate clean and secure parking facilities. It understands that Ashford

Borough Council has received approval from the Department for

Transport to increase fines from £40 to £150 as part of its overnight truck parking enforcement trial. While the additional money will be used to cover the full cost of

issuing penalty notices and

processing payments, FTA policy manager for the South East, Heidi Skinner said the sudden increase was disproportionate. The Ashford parking

enforcement pilot was introduced in

October 2017 to address

concerns about safety and the disruption caused by large numbers of lorries parking in the town. However, Ms Skinner says many drivers have no option but to park on public roads. In November 2017, the

Government dropped a controversial plan for a lorry parking and ‘stacking’ area off the M20 near Dover, aſter companies affected by the scheme requested a judicial review. It would cost £5.7 million to

rent the closed Manston Airport in Kent as a temporary lorry park

Commission to stiffen anti-VAT fraud measures

The European Commission revealed new tools to make the EU’s VAT system more fraud- proof and close loopholes on 30 November, including measures to prevent facilitation measures being exploited by criminals. Currently, goods that arrive

from outside the EU with a final destination in one member state can arrive into the EU via another member state and transit onwards VAT-free. VAT is then only charged when the goods reach their final destination. However, abusers of the system

can currently divert goods to the black market and circumvent payment of VAT. Under the new rules, information on incoming goods would be shared and cooperation strengthened between tax and customs authorities in all member states.

Emirates is to launch a daily Boeing 777-300ER service from London Stansted to Dubai on 8 June, the first Middle Eastern carrier to operate out of the London airport.

for 2½ years, said the Department for Transport in response to a Freedom of Information request. FTA’s head of UK policy, Christopher Snelling said that while the price might appear high, “the cost of failing to prepare for a possible closure of the Port of Dover would be far greater for the local community, and business as a whole across the country”. On 31 January, Dover

councillors were due to debate a planned lorry congestion charge for the town, much to FTA’s dismay.

The legislation would also

put in place an online system for information sharing within ‘Eurofisc’, the EU’s existing network of anti-fraud experts. Joint audits would allow officials from two or more national tax authorities to form a single audit team to combat fraud - especially important for cases of fraud in the e-commerce sector. New powers would also be given to Eurofisc to coordinate cross-border investigations.
