12 THE GREENSBORO TIMES NOTICE TO BIDDERS


The Piedmont Triad Airport Authority will receive Bids for the South Apron Rehabilitation Project, in the Stanley Frank Board Room at the Piedmont Triad International Airport, until Thursday, December 7, 2017 at 2:30 pm, at which time and place all Bids received will be publicly opened and read aloud. Bids received after 2:30 pm on December 7, 2017 will not be accepted.


The work may be generally described as bituminous pavement rehabilitation including mill and overlay, construction of new taxiway pavement, full depth reclamation, isolated full depth patching, pavement marking, and underground fire hydrants. The work items shall include, but not be limited to, erosion control items, demolition, earthwork, bituminous and concrete pavements, paint marking, fire protection water lines, seeding, mulching, and other incidental items necessary to complete the project.


Proposals must be submitted in sealed envelopes with the Bidder’s name, full mailing address, and General Contractor License Number, license expira- tion date, and license classification shown as the return address. All Contractors are hereby notified that they must have proper licenses under the state law for their trades. General Contractors are notified that ap- plicable statutes of North Carolina will be observed in receiving and awarding general contracts.


Each bid shall be accompanied with a Bid Security equal to 5% of the total Bid in the form of a cash deposit or a Bid Bond. Contract Security in the form of 100% Performance and Payment Bonds will be required.


No Bid may be withdrawn after closing time for the receipt of Bids for a period of ninety (90) consecutive calendar days.


A Pre-Bid Conference Meeting will be held at the Stanley Frank Board Room at the Piedmont Triad International Airport on Thursday, November 9, 2017 at 11:00 am. The purpose of this meeting will be to familiarize the prospective bidders with the proposed project. The meeting will cover contract scope, security badging requirements, bid items, schedule requirements, and any questions from those in attendance. A representative of the Authority and the Engineer will be on hand to respond to questions from potential Bidders in attendance.


Questions relating to the Contract and Contract Documents must be submitted in writing to the Engineer at jkolb@mbakerintl.com no later than 1:00 pm on Thursday, November 27, 2017. Bidding documents will be available on, or after November 8, 2017 and may be examined at the following loca- tions between the hours of 9:00 am and 4:00 pm, Monday through Friday:

By submitting a bid under this solicitation, except for those items listed by the Bidder in a clearly identified attachment to the Bid, the Bidder certifies that steel and each manufactured product, is produced in the United States (as defined in the clause Buy American – Steel and Manufactured Products for Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.


Each Bidder must be properly licensed under Chapter 87, General Statutes of North Carolina (G.S. 87-15).


Each Bidder shall certify, by submission of a proposal, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency or the State of North Carolina.


The Piedmont Triad Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.


The Piedmont Triad Airport Authority reserves the right to waive any informalities or irregularities in or to reject any or all Bids and to award or re- frain from awarding the Contract for the work, whichever is deemed to be in the Authority’s best interest.
