Co-option Having aended three previous meetings and provided the required statement of suitability for office, Steven Lakin had declared an interest in being co- opted to the parish council. Cllr Lovell proposed that Mr Lakin be co-opted, seconded by Cllr Tandy and unanimously agreed. Primary schoolAquestionwas raised about the potential over-subscription of children to Kingswood Primary School in September next year. KCC Cllr Shellina Prendergast advised councillors to contact the executive head of the school, Emma Hickling. KCC was already anticipating a significant oversubscription for primary school places across the county in 2018. The clerk would write to Miss Hickling and Cllr Prendergast with these concerns . Police report The meetingwas again advised that crime figures and reports would not be received in the future. The clerk had checked the policewebsite for this information and found that itwas three months out of date and applied to theward, not the parish. Itwas requested that the issuewas included on the next police forum agenda. The PCSOwas on holiday. NeighbourhoodWatch Cllr Lakin had spoken to the area organiser at the “coffee shop” but had heard nothing further. The clerkwas asked to make further enquiries. Sports Field Three providers had been asked for a quote for their project management services, but only one quote had been received. Itwas agreed that Craigdene would be asked to design and project manage further play equipment installations. FootballArequest has been received from another football team to use the sports field on Sunday afternoons for training and league matches. Itwas agreed that thiswas not possible as the groundswere not of adequate quality to endure use by two teams and it would potentially reduce access for residents using the play facilities. Play area Theweekly inspection had shown that the basket swingswere spliing. The cost to replace them by Playdale would be £305 and theywere only guaranteed for three years. Itwas agreed to remove the swings and seek alternative suppliers. The handyman needed an electric andwater supply to clean the fences of the play area. It was proposed to ask the Scouts if he could use the Scout hut and the parish council would make a donation. Fireworks Cllr Friend had been approached by Kingswood Primary School PTAasking if they could hold a public firework display/party at the sports field. Itwas agreed that the fieldwas not a suitable venue as itwas not big enough to safeguard members of the public, there would be potential damage to the grounds, would put neighbouring woodlands at risk and neighbours and their pets could be affected. Parkingwas inadequate and limiting access would be impossible. Dog fouling The clerk advised that CCTV footage of a woman allowing her dog to foul the footpath had been received. Itwas agreed that Cllr Tandy should put an item on the Swap and Shop Facebook page and the clerk would speak to the PCSO about using the footage for evidence. The dog warden had been notified. Bridleway Public Rights ofWay had cleared part of the bridleway between Charlesford

Avenue and Chegworth Road, but there had been complaints about tree stumps remaining in it. Therewas also deep ruing, but there had been no complaints from horse riders. The clerk would meet with the PROWofficer and the landowner. Broken sign The clerk had reported the broken street sign at Cayser Drive and re- reported the missing sign at Charlesford Avenue.


Chart Suon


Police report Members noted that therewas a shortage of PCSOs, so they could only aend meetings if specifically asked to by parish. PCSO Gardner provided crime figures for the last time. From July 6 to September 2 there had been one crime – the theft of number plates from a vehicle in Chart Road. In future crime figures would be available online. Communitywarden Liz Lovat reported on rogue traders and cold callers, a neighbourhood dispute and vulnerable home visits. Cllr Forknall reported fly- tipping in East Hall Hill Road. Cleanliness Members considered a complaint about village cleanliness and noted that the gullies had now been cleared. Weedswere bad due toweather conditions, and KCCwas due to do anotherweed spray. Ray Butlerwas asked to cut back brambles before the lier pick. Cllr Underdown had recently reported the sunken road outside the Shop on the Green to Highways via the clerk andwas impressed with the speed of the repair. The next village clean-up would be Saturday, October 14, meeting at the village hall at 10am. Pavilion Peter Underdown had cleaned the pavilion in July, before the start of the football season, and regularly checked it. It was felt he should be remunerated for his work. Itwas agreed to give him £100. Village hall Thiswas no longer rented to the Church Group, as it had outgrown the hall. This had freed up Sundays and some Thursday evenings. Football pitch There had been a complaint about the pitch as the grass had not been cut satisfactorily, and the lines could no longer be seen. The grass had been growing faster due to theweather conditions. The clerkwas asked to contact the contractor and ask that the pitch is set out again. The pavilion keys had been returned by Maidstone International and would be given to Bearsted U15s. Broadband Members noted that the fibre optic from cabinet PCP20 (Cobfields/Laxton Drive)was now live. Cabinet PCP18 (Wierton Lane)was due to go live in October. Therewas no expected live migration date for cabinet PCP17 (Amber Lane/Brishing Lane) due to a national issue between BTOR and Vodafone. Therewas a high level discussion scheduled to resolve it.


Coxheath


Homes scheme The controversial planning application for a potential development of up to 210 homes off Forstal Lane in Coxheathwas discussed at the Maidstone Borough Council meeting at the Town Hall. The applicationwas deferred pending detailed reconsideration of the highway access. Lier picking Cllr Gordon Down would appreciate support for his village lier


picking campaign. Volunteers should call him on 07963 150954. Christmas lights Gala Lights would be employed to erect, maintain and remove the extensive festive lighting displays over the Christmas/New Year period. Village hall The parish council agreed to provide a grant of £6,500 to the village hall for the current financial year.


East Suon


Police report The council heard that thiswas no longer available and that PCSOs would not be aending the meeting The clerk could access the figures if Kent Police regularly update theirwebsite. Gullies Cllr Irelandwas to investigate the cost of gully cleaning in the parish. KCC did not have a schedule for this but problems could be reported online. Cllr Ireland logged 12 faults online. Road signs Cllr Ireland asked KCC to clean the road signs in the parish and reported the issues online. Friday Street The edges of the road had eroded – thiswas reported and would be repaired by KCC. Fire hydrants Cllr Ireland had checked the fire hydrants and the clerk had forwarded the report to Kent Fire and Rescue Service. Play areas The meeting heard therewas a limited supply of robust park benches available at theMBCdepot, that the parish might be interested in. It would cost £415 to supply and fit a new cradle swing, based on the new seat being like for like.


Headcorn


Police report The reportwas delivered by PCSO Boyd. Cllr Davies asked if the noted crime in the traders car parkwas the alleged theft from the factory shop. PCSO Boyd said itwas not and said hewas not aware of the factory shop theft, but if itwas the previous weekend it had probably not yet registered on the system. Cllr Selby asked for confirmation that the accident on the Lenham Road that had left the telegraph pole leaning over. PCSO Boyd confirmed it was.


Defibrillators The clerk confirmed a defibrillator had been fied at the fire station. Oak Lane footpath Work on the footpath was due to begin and the houseswere to be occupied in earlyAugust. Therewas still no response on this from Crest Nicholson but MBChad responded and asked that the council keep awatching brief on this maer and notify them if a breach should occur. Community Payback The clerk said things continued to gowell and there had been several comments about the excellent work the team had undertaken. The clerk would continue to work with the team. Lengthsmen The clerk said the lengthsmen were tireless in their efforts to keep the village tidy and residents had remarked on the difference theywere making. Fire safetyAfire in the village on July 6 had revealed that the fire station had lost its 24/7 strategic status. Fortunately the Marden teamwere returning from a shout andwere first on the scene, in about 24 minutes. The lack of local knowledge about fire hydrants andwater supply caused further issues. It was agreed that the clerk would contact KFRS to establish whether they had carried out the promised check of fire hydrants. She
