Solutions: UNHCR delivers action plan for the EU
Recognizing the deadly toll sea crossings are taking on hundreds of thousands of innocent lives, UNHCR has created the Central Mediterranean Sea
Initiative
(CMSI) to galvanize the urgent and collective action by the European Union needed to bring an end to this method of escape. Te 12-step action plan includes the following requests to member states:
• Strengthen rescue by sea by ensuring that the long-established tradition of rescue at sea is upheld, maintaining strong search and rescue operations in the Mediterranean.
• Encourage commercial shipmasters to undertake rescue where required by minimizing financial costs to rescuers.
• Identify predictable places of disembarkation with more reception facilities with access to urgent care.
• Establish referral mechanisms, including access to fair and efficient asylum procedures for those in need of international protection.
• Provide support for the timely return of those found not to be in need of international protection.
• Increase legal alternatives to irregular dangerous movements, including increasing resettlement quotas and access to humanitarian visas, as well as helping family reunification using private sponsorship schemes, and student and employment visa programs.
