The threshold for a project to be considered as a NSIP is 100MW offshore and therefore as the proposed project has a planned capacity of 1,200MW East Anglia THREE fits within this category. An EIA is therefore being carried out for the proposed project, with this document, the PEIR, setting out the baseline data gathered and a draft impact assessment as part of the Technical (Section 42) Consultation. At the request of stakeholders (Natural England and JNCC) EATL has sought to make the PEIR as close to a complete draft Environmental Statement (ES) as possible in order to improve the efficiency of the pre-application process. The objective of the PEIR is to set out the project environmental data and proposed approach to assessment, to be presented in the final ES.

The final ES will be prepared to satisfy the requirements of the consenting procedures for offshore windfarms and to provide adequate environmental information for the purposes of EIA. The ES will also support EATL’s application for a DCO as described in Chapter 2 Need for the Project.

This document describes the impacts associated with the offshore windfarm plus the associated infrastructure both onshore and offshore. This document covers the whole of the proposed project lifetime, including the construction, operation, maintenance and decommissioning of the windfarm and associated infrastructure.
