Police report PCSO Nicola Morris reported no crimes for the previous month, but there had been an increase in the thefts of dogs and trailers in surrounding villages. Dog bins It had been suggested that the best place for theMBCco-mingle bin at the KGV playing field would be the boom of the steps. Cllr Meredith also suggested that the parish council-owned lier bin could have a lier only sticker on it and could be emptied by All Seasons ground maintenance at a cost of £5, when cuts took place between February and October and £20 per empty at other times. Itwas agreed to accept this quote. Loery application There had been a meeting to discuss the new surfacing. The clerk would meet the company and discuss the parish council requirements whichwere to remove the surfacing where therewas no equipment and square off the area where the multi-unit fitness equipment is. The clerk was also asked to see if anything could be down to the basketball surface. Bishops Close parking CllrWatson said therewas no update on this yet. Therewas a discussion about funding and whether the parish council could make any contribution. The members said they would need to see figures before a discussion could take place. Noticeboard The insurance company had confirmed it would make a without prejudice payment to the parish council. The clerkwas asked to research prices on noticeboards. Hedges The hedge bordering the Old School House had been cut back by Kent County Council. Jubilee Field pavilion Itwas agreed to approve expenditure of £240, exclusive of VAT for the purchase and installation of two emergency lights by County Fire Protection. Public toilets The possibility of transferring the unused public toilets in The Parade to the parish council and the use of the site as a retail unitwas discussed. The recommendation followed a business forum held by Borough Cllr Brice and Cllr Riordan. Since the report the clerk had advised that
the parish council had no statutory power to develop land for the provision of shops. It was noted that there appeared to be a case to reopen the site as a public toilet, with disabled access. Cllr Claridge said Bank House, opposite the site,was due to be auctioned. Itwas agreed to monitor this. Fireworks event The Staplehurst Family Fireworks Group asked for a donation and use of the Jubilee Field for an event. Cllr Riordan said the groupwanted to make it a car-free event, with the car park being used for stalls. There would be an entrance charge and a proportion of profits would go to local groups and charities, with the rest helping to fund an event next
year.Aresident had voiced concern about the effect on horses. It was agreed to make a donation of £500 to the event and agree use of the field. Carnival and fete The parish councilwas asked to fund distribution of the 2017 brochure. Itwas agreed to distribute the brochure subject to satisfaction with the cost and requested that quotes be obtained from third party distributors. Village centre fund Cllr Lain-Rose said that in April 2016 the parish council had released £10,000 from the contingency fund to the trustees of the village centre on condition that the trust advise the council of a contingency plan. His report asked that the clerk write to the trustees to ascertain their repayment plan. Clerk’s report The clerkwas pursuing responses to enquiries about Facebook training. Staplehurst school had confirmed its availability for the summer play scheme. Leers had been sent to Bovis Homes and Redrow Homes seeking a joint meeting about Fishers Farm. The damage to Bell Lane verges had been raised with KCC, MBCand the Bell land developer’s agent. Community payback Cllr Spearing said the teams had almost completed work at Bell Lane pond. The drainage pipes therewere starting to silt up. He intended to deploy the teams toWimpey Field and asked for suggestions for tasks there.

Warden’s report The community warden highlighted the Country Eye app which could be used to report flytipping. Chegworth Road Kent Highways continued to progress plans for better signs and road layout for Chegworth Road at the junction of the A20. A meeting was to be arranged with Kent Highways and residents on the use of this area. It was agreed that options for the provision of new equipment would be researched.
