VGM is coming,
ready or not, warn shipping experts
The International Cargo Handling Coordination Association (ICHCA) and the International Maritime Organisation (IMO) have issued a circular letter warning
Method 1 or Method 2 from 1 July. The World Shipping Council,

industry to guard against the mistaken belief that the container verified gross mass (VGM) regulations have been deferred until 1 October. The confusion has arisen because IMO has stated
the TT Club, ICHCA and the Global Shippers’ Forum (GSF) have meanwhile jointly released a second set of frequently asked questions on theVGM regulations. (see the TT Club website - www.
ttclub.com) The British International Freight Association also urged
permanantly complying with the new rules. The IMO circular is mainly
to ensure that containers that are loaded before 1 July but transshipped on or aſter that date, reach their final port of discharge without a VGM. Speaking a few days before
the implementation date, Keen said:”There are still a number of grey areas and we are encouraging all our members to make sure that they are fully prepared and ready to meet their responsibilities. “Any party which has done its
utmost to comply may expect to be treated with understanding. Those who have done little or nothing, can expect to be penalised.” Insurers the TT Club has also
produced Stakeholder Digests on its website (
www.ttclub.com). The Club’s Peregrine Storrs-Fox said: “A substantial number of container terminals around the world have now announced arrangements to assist shippers with ‘Method 1’ (weighing the packed container). He added that shipping lines

The British International Freight Association (BIFA) is carrying out a survey to find out what sort of skill development the sector wants in advance of developing a professional qualification. It has also appointed Carl
Hobbis, formerly in charge of public relations at DB Schenker, as training development manager. Hobbis explained that BIFA
is first planning to survey its members and the forwarding industry in general to find out what they are looking for in regards to training and education. BIFA director general Robert
Keen, said: “Whilst we already offer mandatory training on things like dangerous goods and air cargo security, we believe there is a need to take things a step further with a recognised standard. “BIFA wants to improve the
quality of education and skill development all round and in particular encourage the next generation of freight forwarders in their careers and we feel an application could and should be made
for specific freight
forwarding apprenticeships under the new Trailblazer standards. “The government has
tasked employer-led groups to work together to rewrite the apprenticeship standards with the intention that all current frameworks will be removed over the coming year or two and replaced with the new standards.” Keen added that BIFA would
like to develop a professional qualification that would create a ‘certified’ freight forwarder, as exists in other countries such as Germany, Canada, Australia and Singapore, which have much more sophisticated professional training and development programmes. The first survey, on
apprenticeships, is currently online and will help ascertain whether there is sufficient demand for BIFA to develop and establish apprenticeship standards for freight forwarders. BIFA plans to launch another
survey shortly to find out whether companies would be prepared to train individuals for a non-

mandatory qualification, and if so, how it could be done. Keen adds: “In the last few years,
our focus has been on regulatory issues that affect our members’ activities such as the changes to the European Union Customs regime and container VGM. “But with an ever-increasing
average age demographic among UK forwarders, training linked to recruitment is our next big objective. UK forwarders who would

Birmingham in May, Immingham- based Modal Training revealed that it was setting up what it says will be the UK’s only freight forwarding academy and the first formal qualification for the industry in over 20 years.
