Royal birthday Members resolved to provide drinks and nibbles from the community project budget from 8pm on April 21 to celebrate the Queen’s 90th birthday. The beacon would be lit at 8.30pm and parishioners would be invited. Village hall The village hall commiee would like the bole banks near the village hall to be moved to another area in the village. While supportive of the recycling initiative, the commiee did not like the grass being churned up by cars using the bole banks and felt they were unsightly for hirers of the hall to look at. The commiee suggested they be relocated to the Plowenders layby or moved back to their original position on the grass at the entrance to the village hall car park. Recreation ground pavilion The donated kitchen had been installed and the commieewas looking to upgrade toilets. Protecting trees Neil Moulton, tree warden for Troiscliffe, had offered to help with drawing up a list of trees of special interest and liaising with the borough council.

Motorway bridge Fencing repairs and rubbish clearance by Highways England at the Hall Road bridge were awaited. Memberswanted wooden rail fencing on both sides of the road to prevent the build- up of lier. Greenacres Notification had gone up in the estate regarding proposed yellow lining.A resident had asked why ElmWalk/The Oaks had not been included. The clerkwas to advise this area be withdrawn from Tonbridge and Malling Council’s original proposal after local resident objections. Towpath Workwas due to commence on the River Medway towpath. The parish council had commied £20,000 to the project. The borough councilwas unlikely to make a contribution. This could impact on the details in the parish council area. Eccles car park The extent of the light pollutionwas being investigated, aswell as if all-night lighting was necessary and the costs of shielding around the lamps. Christmas lighting Eccles residents had requested a small number of motifs in the hub of the village, similar to to those in Aylesford. The cost of four motifs would be £1,200 to £1,800 for the lights, £984 for initial installation and about £500 per year for puing up and taking down. The Eccles members would select the design of the light. The clerk would contact the estates manager to see if providing a lit Christmas tree in Royal British Legion Village would be welcomed. Aylesford SandpitA councillor queried trees being cut back on the Aylesford Sandpit border. He asked if the clerk could

investigate whether permission had been obtained orwas required for this work. Eccles recreation ground Two new picnic benches had been ordered for installation just outside the new fenced play area for residents with dogs to use while supervising children on the equipment. Another lier bin had also been ordered.

Community day KCC Cllr Peter Homewood said he would be happy to support this annual event in June by providing funds for a jazz band again. Parking Since parking on the double yellow lines had been highlighted in New Road and the corner of Woodlands Road, eight penalty notices had been issued. Youth centre The youth centre had held a successful quiz evening aended by 50 people and had raised £150. The internet cafewas to reopen along with the cooking class for vulnerable adults. Two new leaders had come forward and it was hoped the youth club would reopen soon. Heritage centre Two members of Dion heritage centre gave a presentation, in character as Mr Tassell and Miss Saltwell. They thanked the parish council for its support for the Victorian school during the past 20 years and advised that the building now needed repointing at a cost of £5,000. Despite many fundraising efforts, they still had much to find and asked if the parish council would increase its annual donation. CCTV The council’s mobile CCTV camera had not been returned since its last
breakdown.At the time itwas too expensive to be repaired and the council had requested its return. The clerk would follow this up. Annual parish meetingA member of Dion Heritage Centre would be invited to speak about the centre at the annual parish meeting on Monday, April 25. Other groups would also be invited to contribute. Royal birthday The theme of the community day in June would be the Queen’s 90th birthday.
East Peckham
Poppy appeal CllrMBarton would be taking on the role of village Poppy Appeal co-ordinator. Joan Boyle Upon receipt of the parish council’s leer of condolence and donation to the Salvation Army in Mrs Boyle’s memory, a message of appreciation had been received from the Boyle family. Jubilee Hall On two occasions mud had been smeared on the external doors and the drainage grilles dislodged. Proposed surgery closure The parish council had drawn up the action plan which would keep the surgery open for six months while long-term solutionswere explored. Woodlands Health Centre had confirmed that the proposal had been brought about by regulatory challenge and had made it clear that it had no desire to withdraw services to East Peckham patients. However, it was not in a position to contribute to the costs of the survey or the renovations, and would be unable to project manage the survey or the works required. While the parish councilwas pleased that the practice had no desire to close the surgery, the perceived lack of support and involvement from the centre,
which would place an unfair burden on the parish council,was disappointing. Heritage tree East Peckham School would like to be involved in the tree planting on April 21 at 10.30am to celebrate the Queen’s 90th birthday. Annual report In a move to becoming more financially efficient and paperless this would be the final year when the annual report would be printed and delivered to all households. In future, printed copies would be issued on request. Clean for the Queen Cllr Mrs Macdonald had offered to organise an event and Mr Michael Hayes would like to help. Parish council app Features could include business information, contacts, customer form, event listings, guestbook, coupons, image gallery, points of interest, podcasts and a members’ page. The app would be acquired for £199 (set-up fee) followed by monthly payments of £25 (secure hosting, support and training). Skate parkA pop-up skate park would be installed at the Jubilee Hall playing fields on May 14 for about four hours. It would be externally funded and there would be snack vans. If sufficient interest was shown, fundraising would start for a permanent one. The councilwas to put up to £300 for leaflets to publicise the event. Allotments Progresswas being made on site improvements. The basewas being prepared and would be followed by the installation of the shed and replacement of the gates at the playing field entrance.

Resignation Cllr Tanner had resigned. She was thanked for her contribution to the parish council and her work. Boundary review There would be objections to the transfer of area A2 as it did not meet the statutory criteria but there would be no objection to the transfer of area A1, which includes the sports park. Sports park bar Two tenders had been received. Councillors would email suggested changes to the long-term hire licence to the chief executive. An amended copy of the licence would be sent to councillors for agreement by email and £500 would be released to pay Gulland solicitors to review the licence. Community warden Thewarden introduced herself. Church project The Diocese had now commied to the tender and planning stages of the church project. Parking charges Itwas agreed to object to the parking charges idea inWest Malling.
