Police maers Burglaries at homes in CharlesfordAvenue and Gravelly Boom Roadwere reported.A suspicious person had been seen in CharlesfordAvenue. Neighbourhood plan Should an inspector not require any amendments, the earliest a referendum could take place would be six to eight weeks after February 22. Sports field The parish council resolved to buy three inhibitors for the ends of the footpath and remove the fencing. Donation To consider a request from the village hall for a donation, the parish council asked to see a business plan and accounts. Nothing had been forthcoming. Footpath Therewas concern that there was no pedestrian route into the village hall though the car park. Also discussed was the recent treatment of Cllr O’Neill at a village hall meeting when hewas asked to leave; the village hall constitution; the village hall accounts, and that the clerkwas not receiving adequate invoices. Broadband and telephone The parish council considered contributing to the installation of a telephone and broadband service to the village hall if other users did. Itwas vital for running of the pre-school. Mobile library service The service would continue on a Saturday when the changes were implemented and stops would increase from 15 to 30 minutes. The council resolved to respond, proposingweekly Saturday stops of 30 minutes.

Rubbish bins Itwas reported that, once again, the binswere not emptied in the parish. The clerkwas to chase. Nuisance vehiclesA resident reported motorbikes and quads in the woodlands along North DownsWay and Hermitage Lane. He asked if the police could monitor the situation as they were now making a course in the woods. He also reported that an arsonistwas starting fires in the woods. ParkingA resident asked about the parking on Hockers Lane causing an obstruction. PCSO Ma Adlingon said he could not take action as the vehicleswere parked legally. He would monitor the area. Hockers LaneA member of the public reported that the hedges in Hockers Lane needed cuing back before the birds started nesting. Grant British Heart Foundationwas to give a grant for a a defibrillator. Confirmation was awaited that the phone box had been decommissioned to use for this.

Highways Cllr Jenny While stated that a highways officerwas reluctant to continue with a scheme for the A249 junction as he felt this may not be successful. The parish council would push to have it progressed if Cllr While would still support it. Horish Wood Cllr Christopher Evernden had met with Roy Hopkins regarding the management plan and coppicing work would be undertaken during the next winter. Tree maintenance would be undertaken this winter and the logs would be removed when theweatherwas beer. Roy Hopkinswas to put his proposals regarding coppicing of the oak trees to the parish council. The Larches The chairman read out an email from Cllr Paul Carter, leader of KCC, stating that the process of selling The Larches had been stopped. He said the intention to sell land had been stopped but KCC had indicated that it was looking to pass responsibility to another entity. KentWildlife Trust managed The Larches on a lease until 2020. In the short term, the risk to The Larcheswas over, however Boxley Parish Councilwas to arrange a meeting to discuss this.
Downswood
Police report Therewas vehicle interference in Len ValleyWalk and Bournewood Close, criminal damage in Foxden Drive, two thefts from vehicles in Bournewood Close and one in Deringwood Parade. There had been a large increase in vehicle crime recently. There had been increased patrols in the area. Dog mess More dog messwas reported in and around the steps between Cotswold Gardens and MallardWay.Warning signs were to be requested for lighting columns and the clerkwas to ask if awarning could be sprayed on the pavement. David Nuall memorial Wording for the memorialwas agreed. Itwas hoped to unveil it at the Olympicnic. Mr Nuall’s family would be invited. Defibrillator The community centre would be asked to arrange for an electrician once the delivery date had been confirmed. Carols and lights ceremony Itwas agreed to take on board residents’ requests for more carols at this year’s ceremony, set for Saturday, December 3 from 4.30pm to 5.30pm. Madginford Brass Band would be invited. Festive lighting for the hall would be investigated. Play areas Cllr Richard Ash said that £35,819 Section 106 moneywas available for MallardsWay. The clerkwas to check the conditions for the funding. Thought would be given to maintenance of the pond and the surrounding area. The clerk would seek a copy of the monthly inspection reports for Foxden and MallardsWay. Spires medical centre The initial consultation proposalwas rejected as misleading and unrealistic.A second proposalwas marginally beer but objectionswere again raised and it was rejected. The parish council would produce a consultation document to be delivered to every household.A draft questionnaire would be sent to MP Helen Whately and the results passed to NHS England. SSSI A successful day had been spent at the site of special scientific interest and further volunteer sessions had been held. The area had been cleared and the waste
either burned or chipped, with the chips being spread on the footpath. Dates The annual parish meetingwas set for 7.45pm on April 5, with theAGM at 7.45pm on May 3. The Olympicnic will start at 11am on July 16. Carbon neutral project The parish council would buy the loft insulation with certain members installing it in conjunction with the Downswood Community Association.

Elections Cllr Gary Trussler nominated Cllr Kenny Kay as chairman and thiswas seconded by Cllr Glenda Dean. Therewere no further nominations so Cllr Kaywas elected as chairman. Cllr Kay nominated Cllr Dean as vice-chair, seconded by Cllr Eddie Powell. Shewas duly elected. Complaints Two complaints received by the parish councilwere discussed in closed session at the end of the meeting. Lier pick An early startwas arranged to not clash with a concert in the church. Teers Meadow Cllr Sams thanked the volunteers who aended the scrub bash. Another daywas planned before the start of the nesting season. Duck islands These needed new floatation aids as the islandswere sinking and had been removed from the lake. An estimate of £236 had been received. Cllr Dean said they needed to be painted with anti-foul paint. The parish council would set aside £400 for the required work to be completed as soon as possible. HighwaysA resident in Goddington Lane had raised speed and traffic concerns. Cllr Gary Trussler said the planning commiee had recently recommended refusal of an application for two homes as the lane did not meet the requirements detailed in the KCC Kent Design Guide. HGV signs Boughton Malherbe Council was considering asking surrounding parishes to consider buying “Unsuitable for HGVs” signs. These would be located on the A20 leading towards East Street. An application had been agreed for the Chilton sandpit, which allowed HGVs to access the site via East Street for the next 18 months. Cllr Kay said that he had aended police meetings where it was said similar signs were being ignored. Annual meeting This would take place at 8pm on April 27. It will follow a shorter parish council meeting from 6.30pm. The organiser of the North DownsWalk was keen to encourage morewalkers and this would be a good topic for the meeting. Music event The use of the Glebe Field for parking for the Village Hall Trust event was discussed. It was noted that this would be later than events in the past. Cllr Dean raised concerns that it would be dark when people returned to their cars and asked who would be liable if anyone tripped and was injured. The trust had been emailed to ensure it would take responsibility. It was agreed that the trust be given permission to use the field for parking.A £750 grant for the village hall trust was agreed, but if the event did not go ahead the money should be returned. Cllr Tom Sams said he would like to see the first event on a much smaller scale. The level of security was questioned. Defibrillator The grants from the British Heart Foundation had now closed and it would cost about £2,500 to buy two units.
