Communitywarden The community warden and PCSO had been to see residents in Liverton Hill to help set up a NeighbourhoodWatch scheme there. SpeedWatch No sessions had been carried out recently but would be resumed when theweather improved. Liverton HillApetition aboutweight restrictionwas goingwell and would be presented to the jojnt transportation board in April. The one pothole at the boomwas now four and geing deeper, resulting in complaints. Ditches and gullies KCC said the banks in Elmstone Road needed resolving before the road andwater issues could be sorted. However, the banks are privately owned. Church Road The slippage repair would be done in April, after lambing at an approximate cost of £75,000. Bus service 59 The buses would continue to run but they must be used. Waterside ParkAmaximum payment of £250 to the Joint Parishes Group regarding opposition to M20 J8Waterside Park developmentwas agreed. Parish history book Just over half the free books had been distributed. International Index had been registered and saleswere goingwell. Lier pick Thiswas suggested for the end of March. Volunteers would be sought to help.


Bredhurst


VegetationAlocal contractor had begun cuing back vegetation on either side of the M2 bridge in Forge Lane and more work was planned. Itwas suggested that a schedule of works be issued to affected residents. Playground repairs Three quotes had been received. Itwas proposed that the replacement neing to the multi-play unit and the bridge and chain repairs be dealt with separately as thesewere expensive items. Cllr Malcolm Greer had agreed to meet with contractors to discuss these major repairs in more detail. Itwas agreed that ARD be appointed to complete repairs for the minor items highlighted in the annual inspection report. Parish clerk Applications for the vacancy had closed. Many thankswere given to the clerkWendy Kemp for her four years work with the parish council and for agreeing to stay in post until a replacementwas found. Planning Regarding an application for two detached dwellings on land north of Blind Lane, Bredhurst, MrAlister Hume, representing the applicant, gave the rationale for the revised proposal whichwas for six houses. The applicationwas approved with conditions on the height of the dwellings, the height and type of landscaping, a requirement on the developer to improve and upgrade the surface of Blind Lane and to improve the junction at Forge Lane.


Enforcement Medway Council had refused 42 Maidstone East February 2016


a retrospective application for the use of land next to Gramerci, Mas Hill Road, Rainham, for hardstanding and stationing of one mobile home and one touring caravan, and construction of a single-storey detached building for use as a day room.Aleer would be sent to Medway Council asking what enforcement actionwas to be taken. BudgetAdraft budgetwas prepared. The chairman explained that increasingly village maintenance had to be managed by the parish council. Itwas agreed that the precept (based on bandDproperties) be increased by £6.10 per year. This is conditional on confirmation of funding from Maidstone Council. Drains The district manager of Kent Highway Services had apologised that the drains in Hurstwood Road had not yet been cleared and hewas now chasing up this work. LicenceAleerwas received from the Diocese of Rochester, landlord of Bredhurst Village Hall regarding the village hall alcohol licence application. The diocese had not been consulted by the applicant. It highlighted the application had been submied in an incorrect name and considered the hours to be excessive and likely to cause nuisance. It also stated that no permission had been sought for the installation of the bar which breached a covenant. It concluded that the application did not have its support. (The licensing hearing, scheduled for November 30, had been cancelled.) Responseswere received from Maidstone Council in respect of Freedom of Information requests submied by the parish council and a resident. Maidstone Councilwas in correspondence with the parish council regarding the temporary events notice application process and events held over Christmas 2014 where it appeared, alcoholwas sold without a licence. The parish councilwas acting on behalf of residents who had objected to the recent alcohol licence application. Itwas agreed to write to Bredhurst Village Hall trustees requesting ameeting to discuss their recent application and to see how they could work with the parish council and residents on any future applications.


Detling


Parking The chairman briefed PCSO Ma Adlington on the problemswith parking on the junction of Hockers Lane andWare Street. The PCSO said he would monitor the area. The issuewas also raised by residents during the public session. Vacancy No applications had been received for the parish councillor vacancy and itwas agreed that this should be advertised in the Detling News until the vacancy had been filled.


NeighbourhoodWatch PCSOAdlington confirmed that he had made contact with the NeighbourhoodWatch representatives for the village andwas due to meet with Darren Seal


Buses Residents had raised concerns regarding the bus service for Detling, stating that thesewere not coming through the village regularly, leaving residents stranded. Therewere also rumours that the bus service for Detlingwas changing. The clerk would liaise with Arriva regarding the 333 and 334 buses.


Stockbury community bus The clerkwas to establish more details about this service.


Public forumAresident spoke about problemswith rat-run traffic speeding in The Street in the mornings. The chairman stated he had had ameeting with KCC Cllr Jenny While and a highways officer and a scheme had been considered by the parish council prohibiting access at the top junction of the A249. This scheme had been approved by the parish council but KCC had to progress and undertake a consultation period. The chairman stated hewas aware of the resident’s frustration and the parish councilwasworking with KCC to try to find away forward. Parked car Concernswere raised regarding a car parked outside the church in a dangerous position. Itwas confirmed that this did belong to a resident and PCSO Adlington would look into this. Rubbish bins The rubbish bins in the parish were full and not being emptied on a regular basis again. The clerk would liaise with Maidstone Council. Footpath The footpath from Hockers Lane to Thurnham Lanewas overgrown and in need of cuing back. The clerk would report this to KCC. Highways The chairman reported that Stockbury Parish Council had bought its ownNoHGVs signs at a fraction of the cost that KCC would charge. He suggested that this may be something the parish council could consider at some point. Old School Playing Field John Monk reported that two treeswere dead and needed to be removed and he would action this. The chairman thanked him for his work in the parish. Defibrillator Itwas suggested that the telephone box in the centre of the village could house the defibrillator. The parish council could buy this for £1 and have the payphone decommissioned. Itwas agreed that the council supported the idea of having a defibrillator in the parish if the grant applicationwas successful.


Downswood


Police report There had been a report of a youth throwing a bike on Deringwood Drive but no youthswere at the scene when a police patrol arrived. Plants Maidstone Council had been unable to source 9cm pot plants for the Jubilee triangle and had offered to supply all plants as plugs. Itwas agreed the odds of plugs surviving the winterwere not good. Consideration would be given to growing the plugs on prior to planting or delaying for larger plants to become available. Royal birthday Suggestions would be welcome as to how Downswood should celebrate the Queen’s 90th birthday. DefibrillatorAn order had been placed for a defibrillator, cabinet and equipment at a cost of £1,704. The ambulance service would be informed when the defibrillator had been installed.


Hollingbourne


Lorries Lorry driverswere still parking illegally along the M20 near J8 and the Chegworth roundabout. Traffic cones had been placed in these areas butwere being moved to enable parking. The parish council would continue to raise this issue with the police and residentswere reminded to pass information to the parish clerk. Crime report There had been five crimes
