Frederick County Sheriff’s Office – Deputy Aaron Jeter
In July, Deputy Jeter made
a routine stop for a speeding violation. During the course of the incident, and with the assistance of additional officers, Deputy Jeter recovered a large amount of heroin, leading to an arrest and a suspect being charged with

Berryville Police Department – Laura Patten
Laura Patten serves the De- partment as the sole civilian employee, and began working here in 1989. She has seen a lot of change within the law enforcement profession and within our community over her twenty-six year career, which she began as a cross- ing guard, assisting children walking to and from school. Laura proceeded into the role of handling the administrative business of the Department, and has seen the changes
from hand written reports and typewriters to automated record keeping systems and comput- ers in squad cars; from Polaroid photography of crime scenes to cellular telephone pictures sent electronically to a database. Chief White’s

Winchester Police Department – Corporal Richie Lewis
Last December the Depart- ment responded to a call con- cerning an upper level apart- ment in which there was a kidnapping
in progress and
a suspect claiming to have a bomb. Upon arrival, offi cers encountered a man holding a knife to the throat of a woman. The man challenged police, and appeared to be attempt- ing “suicide by cop”. Though the suspect sought to escalate matters, offi cers began nego-

Prior to becoming a Virginia
Trooper in 2002, Trooper Hilliker served in the United States Marine Corps for twenty years. He then served with the Police Department in Muskego, Wisconsin, followed by a few years with
the Winchester
Police. The nomination cited the value of Trooper Hilliker’s experience gained during these former roles, in his work with local authorities. Terry has the extra duty of handling a dog capable of detecting explosives.

Thomas Hickey Special Agent Hickey assists members of the force with nu- merous narcotics cases annual- ly. He has been instrumental in numerous local cases, by identi- fying out of state heroin suppli- ers, and by arresting and pros- ecuting large scale distributors who have plagued our area. In 2014, Special Agent Hickey ini- tiated, investigated and pros- ecuted fourteen large scale fed- eral cases, all of which involved heroin and were directly re- lated to the Winchester, Fred- erick, and Clarke Communities.
