Parking and pedestrian traffic will change effective Monday, January 12th as Phase II of the new City Hall project commences in downtown Suffolk. These changes are related to the demolition of the old Municipal Building for the construction of the new parking lot.
Beginning Monday, January 12th, the contractor will be erecting construction fencing around the old Municipal Building site to contain the upcoming demolition operation and to create a safe environment for the public and staff during this phase of work. Other associated changes are as noted below:
The crosswalk on Market Street from the Municipal Parking Lot to the old Municipal Building will be closed to pedestrian traffic. All stop signs and pedestrian crossing signage will be removed, and vehicular traffic on Market Street will return to its uninterrupted flow. All pedestrian traffic will remain on the north sidewalk of Market Street and the west side of Henley Place as the route to the new City Hall building. The crosswalk at the intersection of W. Washington Street and Henley Place should be used as the route to the new City Hall.
On-street parking on the south side of Market Street (the old Municipal Building side) will be eliminated. The contractor’s fencing will be installed in that area.
On-street parking along the east side of Henley Place will be mostly eliminated, with the exception of some spaces which will be signed as ‘RESERVED PARKING’. The contractor’s fencing will also be installed in this area.

EGS Announces Virginia Beach
Expansion and 175 new jobs Expert Global Solutions, Inc. (EGS) has announced a major expansion in Virginia Beach that will create 175 new jobs to support increased national customer and technical services requirements in the pharmaceutical sector. The company provides global business process outsourcing through its two subsidiaries – APAC Customer Services, Inc. and NCO Financial Systems, Inc. APAC offers customer care services, and NCO offers financial care services.
EGS is headquartered in Plano, Texas and has approximately 40,000 employees worldwide. As part of their expansion, EGS will co-locate a new APAC division in Virginia Beach with their existing NCO operations at 4740 Baxter Road. The 30,000-square-foot office currently supports 245 employees and will expand by 175 employees over the next year.
EGS generates $1.1 billion annually through NCO and APAC that provide services for a majority of the Fortune 500 companies in the United States, as well as other leading global companies. EGS has contact centers located throughout the United States and across the globe.
The expansion will also result in $600,000 of new capital investment in the City. The Virginia Beach Economic Development Authority has awarded an Economic Development Investment Program grant of $50,000 based on the number of jobs created. The grant will be used to support workforce development services. The company is also eligible for the Virginia Major Business Facility Job Tax Credit Program for job creation.
