from individuals, firms, teams or organizations that have experience in developing and financing large office infrastructure projects and that may have an interest in developing, designing, building and financing the Project.

“The office of the Secretary of Transportation is committed to ensuring Hampton Roads transportation needs are addressed proactively,” said Secretary of Transportation Aubrey L. Layne, Jr. “The RFI will serve as the first step in reaching out to the private sector experts as well as the local governments. Competitive procurement will play a large role in adding best value for the commonwealth.”

Hampton Roads District Office Potential Project Would Enhance Efficiency, Effectiveness, and Deliver Best Value by Co-Locating VDOT’s Critical Transportation Facilities

The Virginia Department of Transportation (VDOT), in coordination with the Office of Transportation Public-Private Partnerships (OTP3) and the City of Suffolk, is looking for innovative new ideas from the private sector for the proposed development of a new campus-style office for VDOT’s Hampton Roads District, which will bring together three separate facilities currently in service. The parties are jointly seeking information that will help evaluate options for development, financing, procurement and delivery of the project, as well as identify potential new campus locations.

During the 2014 General Assembly Session, Senate Joint Resolution 46 (SJR46) instructed VDOT to study the location of its current Hampton Roads District office in Suffolk. Further, SJR46 directed that VDOT consider real estate, financial and environmental factors while determining if a new office location could better serve the Hampton Roads District.

VDOT will consult with each of the counties and cities within the Hampton Roads District boundaries, including the counties of Accomack, Greensville, Isle of Wight, James City, Northampton, Southampton, Surry, Sussex, and York and the cities of Chesapeake, Emporia, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, and Virginia Beach. The City of Suffolk will also provide technical support as needed.

“The City of Suffolk greatly values our relationship with VDOT,” said Suffolk City Manager Selena Cuffee-Glenn. “We look forward to this partnership on this exciting project.”
