GREEN BUILDING BURBANK WATER & POWER ECOCAMPUS


The challenge was a 22-acre project completely surrounded by industrial land and located within a fully functioning electric power generating station with the lack of existing vegetation and healthy soils. Seventy-nine percent of the land was covered with impervious surfaces, and the site’s buildings were rundown, antiquated and ineffi cient. The Burbank Water and Power EcoCampus, award winner in the category of Green Building, is comprised of several projects within the 22-acre site. They are unique in many aspects: an industrial complex transformed into a regenerative green campus and two LEED Platinum certifi ed buildings with a third building also designed for LEED Platinum certifi ca- tion currently in the USGBC review phase. Lake Street was transformed into one of the longest green streets in Southern California, showcasing fi ve different water fi ltration tech- nologies. There is a photovoltaic covered employee parking structure generating enough electricity to power 100 homes and three vegetated green roofs on the main Administration Building. Extensive landscape and storm water capturing technologies make the EcoCampus a water fi ltration system with 100 percent utilization of recycled water for the entire 22-acre campus perimeter, the interior landscaping as well as the Administration Building’s HVAC system and Com- munity fountain.

NON-PROFIT ORGANIZATION GRID ALTERNATIVES SOLAR AFFORDABLE HOUSING PROGRAM Solar power offers enormous economic and environmental benefi ts, but it is rarely accessible to low income families. GRID Alternatives’ Solar Affordable Housing Program brings together community partners, volunteers and job trainees to implement solar power and energy effi ciency for low-income families, providing energy cost savings, valuable hands-on work experience, and a source of clean, local energy. GRID Alternatives has developed a replicable model for making solar power and solar job training acces- sible to low income communities that are not being served by the market. The program has a unique triple bottom line impact: Long term fi nancial relief for families, job training in an industry that grew 20 percent last year and a source of clean, renewable energy. GRID Alternatives is the statewide program manager for the Single-Family Affordable Solar Homes program on behalf of the California Public Utilities Commission, a component of the California Solar Initiative. The program has helped the Solar Initiative reach its targets, contributing renewable energy capacity to the grid by install- ing 12 megawatts of solar power serving more than 4,000 families. This will produce an estimated $110 million in sav- ings over the systems’ 30-year lifespans. The organization has also trained more than 15,000 volunteers in the program.


GREEN ECONOMIC (Pay as You Save) is a unique


fi nancing arrangement that ensures the Town of Windsor long term water and energy savings. The plan allows cus- tomers to enjoy effi ciency upgrades for homes and apart- ments with no loan and no debt associated with repayment. After installation of eligible upgrade measures, participants pay a surcharge on their water bill with the assurance that their estimated savings on combined utility bills (energy and water) will exceed the bi-monthly water surcharge. Once the repayment term is complete the customer benefi ts from 100 percent of the utility bill savings. Residents can take advan- tage of various levels of the program, including the latest in high-effi ciency showerheads, toilets, and faucet aerators, low water use, drought tolerant landscaping, high-effi ciency clothes washers and on-demand hot water recirculation pumps. Nearly 20 percent of California’s energy usage goes to pump, transport and treat water, making water conserva- tion a key component to reducing energy use and meeting GHG reduction goals. The PAYS®

ates a rapid increase in market penetration and signifi cant water and energy savings by breaking down the barriers to participation that exist in typical energy and water effi ciency retrofi t programs.


DEVELOPMENT PORT OF SAN DIEGO GREEN PORT PROGRAM


The Port of San Diego Board of Port Commissioners adopted the Green Port Policy and associated Green Port Program in 2008 to implement environmental sustainability initiatives on Port tidelands, further supporting its role as an environ- mental steward of San Diego Bay. The Port’s sustainability initiatives incorporate economic, social and environmental considerations into daily business decisions and future planning. In 2013, the Commissioners adopted a Climate Action Plan which provides an integrated, strategic vision for sustainability for the Port of San Diego. The Plan ensures the long-term success of the Green Port Policy and Program, encompassing ongoing projects and sustainability initia- tives both for its own operations and for the operations of businesses operating within its jurisdiction. The Plan will serve as a resource for real estate development projects and business operations by providing a suite of options for reduc- ing GHG emissions while ensuring economic viability. As the trustee for public lands surrounding San Diego Bay, the Port is a unique agency with roles and responsibilities that are different from other public agencies. It has jurisdiction within fi ve different cities and is the landlord to a variety of businesses operating on Port tidelands. The Port is among the fi rst in the nation to adopt such a plan voluntarily.
