Addington Council Rising crime fear
IN the absence of a crime report from PCSO Laura Bullen, the chairman read out data from e- watch reports. The clerk was asked to write to Ann Barnes, Kent Police Crime Commis- sioner, voicing members’ con- cerns about the general increase in crime in rural areas. Cllr Pat Garrett said the clerk
had been collecting information for the draft application to deregister the village green. Members of the village green committee were to meet Alison Bartle-Tubbs from Hedleys LLP to agree a way forward. The clerk had obtained three disease-resistant elm saplings and Cllr Peter Robinson had planted them on the green. It was agreed to use remaining funds from the Jubilee grant to buy a commemorative slate plaque for the beacon. Members heard the clerk had placed an article in The Pilgrim asking for Speedwatch volun- teers, and had had one reply. Members agreed that the highly commended certificate awarded in the Trees in the Vil- lage competition should be placed on the noticeboard. It was agreed that the clerk should contact Russet Homes to discuss the ownership of a fruit tree at The Chestnuts, which possibly belonged to the coun- cil. The report suggests that the suckers on this tree needed to be removed. Members agreed to send out a
leaflet to every household with the proposed rural housing needs survey, asking people to register their interest in an archive or heritage group. The clerk presented a draft outline of an emergency plan for Addington, based on a bor- ough council template. It was resolved to develop this further and bring a revised version back to a meeting in the spring. There was still uncertainty
over precepts. There was also some debate as to whether, under the new code of conduct, members needed to request a dispensation to discuss the pre- cept. In the absence of this, it could be that a number of coun- cillors would be unable to take part in the discussion. Patricia Richardson presented
the parish council with a copy of her new book on the history of Addington to thank them for their help promoting the book. The council objected to the temporary use of land to provide overflow parking facilities for the Environment AgencyOffices at Endeavour Park, saying it was an inappropriate development within the green belt. There were also objections to
the building of a detached house in Heatherwood,East
Street, which was described as over-intensification of the site. The meeting heard that al- though cars for sale outside Stubblesdown were breaching planning laws, it was an occa- sional use and no further action was necessary. The matter had been referred to KCC Highways and Transportation, but it had not expressed any concern. Burslems had apologised for
not commencing the restoration works on The Milestone, and had promised to do so soon. The streetlight had been re- paired outside Miline/The Sycamores in London Road, as had the one in The Links. Memberswere delighted with
the resurfacing of the pavement in Park Road. However the pot- hole near the junction had not been repaired as promised, and the clerk was to investigate when this would be done. East Street North would be resurfaced in March. The parishioner who had ti-
died up the grass verge at the junction of Sandy Lane and St Vincent’s Lane had reassured members that he had been doing it to discourage fly-tip- ping and improve the area. The borough council had ap- proved a planning application to reduce the crown of the oak tree on the village green by 15%. The clerk was waiting for a date when the overhead cable could be switched off for the work to take place. Residents would be given five days notice of the work.
Correspondence had been re- ceived from Tonbridge and Malling Council that Sandy Wood was subject to a tree preservation order. A consent was granted in April 2000 to allow phased coppicing, but in September 2012 tree fellingwas taking place without the con- sent of the council or the owner. The owner was aware a fence
had been erected across an ac- cess to thewood andwas taking steps to have it removed. The case file had now been closed.
Aylesford Council Funeral thanks
THE chairman thanked mem- bers who attended the funeral of Derek Kings. At the next pol- icy and resources committee, members would consider a do- nation in Derek’s memory to a charity of the family’s choice. Cllr Balcombe had attended
the Hermitage Quarry public inquiry. A decision was ex- pected in March 2013. Cllr Wright said English Heritage and the Ancient Monument So- ciety had backed the quarry ex- tension as the materials were required for repairs to ancient buildings.
