COLLABORATIVE DECOMMISSIONING IN ACTION


How the Celadon alliance was conceived, developed and implemented to service Magnox’s decommissioning requirements over the next five years


M


agnox operates the sites of the UK’s first generation of nuclear power stations on behalf of their owner, the


NDA (Nuclear Decommissioning Authority), and wanted to establish a pioneering framework model for demolition, de-planting and bulk asbestos removal (DD&A) over the long term.


A key aim was to enable more efficient commercial arrangements between Magnox and its supply chain, reducing tendering costs and providing a supply chain ‘toolbox’ to meet the needs of the various projects over the coming years.


Common values


KDC – a leading decommissioning, demolition and land remediation services provider to the nuclear, oil, gas and process, and utilities markets – was aware of the new thinking at Magnox. There were clear collaborative business opportunities and an alignment with KDC’s core values. KDC Contractors Framework Director John Bloodworth explains: “We felt there was a real opportunity to break the mould and develop an alliance specifically focused on


efficiently delivering a wide range of services under one contract.


“We worked hard to understand Magnox’s drivers and issues, and we discussed these with various companies who we thought would be firstly aligned in their business principles and secondly interested in working with KDC and Magnox. This was a long-term project; it didn’t happen overnight, and the process of developing the collaborative alliance wasn’t straightforward.”


More than a word


It is important to explain what we mean by collaboration. Definitions of collaboration, culture, alliancing, partnering and other terms vary widely. This can cause confusion and hinder the application of these principles. We believe the following definitions are clear, and they were ideal for the DD&A Framework contract:


• Culture: The way problems are solved.


• Collaborative relationships: The relationships and behaviours of organisations and people in the long and short term to deliver superior project performance.


More than a name


After detailed discussions with various companies, we formed an alliance and named it Celadon. Celadon was initially created as a brand and identity, but there was a lot more to our alliance than a name. Celadon is a collaboration of KDC, NSG, and Hertel, with exclusive support from AMEC, MWH and Halcrow. These companies self-selected, forming a team to bid, win and deliver all three of the framework lots – de-planting, demolition and bulk asbestos removal. Individually, each alliance member is recognised as a leading service provider to the nuclear industry, offering specific skills that are directly applicable to the framework.


We developed a clear vision and values, and Celadon’s contractual and organisational structure facilitates collaboration with the Magnox team, other framework contractors, local supply chains and other stakeholders.
