prises 70 per cent or more of new-build work, the school has been procured through a Private Finance Initiative (PFI) con- tract. If the refurbishment element is more than 30 per cent on an individual project, then these are carried out under separate design and build (D&B) contracts. “One of the reasons is the service warranties,” explains Fisher.


“Where it’s 70 per cent or more new-build, then we design, build and warrant the work and the facility is maintained for 25 years. Clearly, we often can’t warrant it for that period of time if there is so much refurbishment work.” Of the dozen schools in the programme (see table), two – Prendergast Hilly Fields College and Addey & Stanhope Technology School – are more refur- bishment orientated and are being built out by Costain’s team under D&B contracts.
