The question on appeal is whether the plaintiff substantially complied with the notice provisions of the Local Govern- ment Tort Claims Act by calling 911 and reporting the assault by the police offi cer, contacting the police station regarding the injures, advising the Sergeant who responded to the hospital that a formal complaint will be lodged, informing the legal department of the Baltimore County Policy department of the incident by letter and requesting information related to the incident, fi ling an application for statement of charges against the offi cers involved, fi l- ing a statement of incident against the offi cers within one day, fi ling a complaint of brutality, and participating in an internal affairs investigation, all of which occurred within the 180-day notice period under the Local Government Tort Claims Act. The question for the Court on appeal is whether all of these actions taken together, or anyone of them individually, constitutes substantial compliance with the statute the purpose of which is to provide actual notice to the government suffi cient for it to perform an investiga- tion in a timely manner.
