spectrum, whereas the Architecture Working Group works with the data model to deter- mine how all the e-navigation elements fit together. Cairns said he remained “confident that the new 2014 deadline would be met”, and explained that the recommendations from IALA’s recent meeting will be considered at the December 2011 IMO COMSAR and NAV meetings. During IALA’s October meeting, reports


and presentations were received on various interesting testbed projects. One of these shows the possibilities for e-navigation in terms of software, while another shows the interest the new technology has generated in terms of potential for ensuring safe navigation. The first was the IHO S100 Geo- Spatial Information Registry. The project is a derivative of the work carried out by the IHO in producing an international standard for electronic charting, which enabled the development of ECDIS. The S100 standard is intended to encourage manufacturers to access the geospatial data


model, in similar fashion to the way that mobile telephone operating systems such as Apple’s iOS and Google’s Android are available for the development of application software (generally referred to as ‘apps’). It is hoped that this will open up the market for customer-driven applications in the e-navigation environment in the same way that it has revolutionised the mobile telephone industry. The second key venture is the ACCSEAS (ACCessibility for Shipping, Efficiency Advantages and Sustainability) project. It was recently announced by the North Sea Region Programme and aims to implement an e- navigation prototype system in the North Sea. According to the NSRP secretariat, “effective e-navigation solutions are essential to provide safe and efficient passage through increas- ingly high-density North Sea shipping areas”. The secretariat added that “such aservice will encourage new trade routes and logistics solu- tions for the management and spatial develop- ment of the North Sea and its approaches”.
