INVITATION TO BID FOR SUPPLY AND DELIVERY OF DRUGS AND MEDICINES


The Bicol Regional Training & Teaching Hospital, through its Bids and Awards Committee, intends to apply the sum of Eleven Million Five Hundred Fifty-seven Thousand Five Hundred Twenty-two Pesos and 52/100 only (11,557,522.52) being the Approved Budget for the Contract (ABC) to payments under the contract for supply and delivery of Drugs and Medicines under Project Reference# 13-2010 DM. Bids received in excess of the ABC shall be automatically rejected at Bid Opening.


The Bicol Regional Training & Teaching Hospital now invites Bids for supply and delivery of Drugs and Medicine. Delivery of the Goods is required by 120 calendar days. Bidders should have completed, within two years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.


Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/ fail criterion as specified in the Implementing Rules and Regulations (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act.”


Bidding is restricted to Filipino citizen/sole proprietorships, partnerships or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.


Interested Bidders may obtain further information from BRTTH-BAC and inspect the Bidding Documents at the address given below from 8:00 am-5:00 pm during weekdays only.


A complete set of Bidding Documents may be purchased by interested Bidders on August 10, 2010 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Five Thousand Pesos (5,000.00).


The BRTTH-BAC will hold a Pre-Bid Conference on August 18, 2010 9:00 am at BRTTH-OPD Conference Hall, Legazpi City, which shall be open to all interested parties.


Bids must be delivered to the address below on or before 9:00 am of August 31, 2010. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 18.


Bid opening shall be on 9:15 am of August 31, 2010 at BRTTH-OPD Conference Hall. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address indicated. Late bids shall not be accepted.


The BRTTH reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract awards, without thereby incurring any liability to the affected Bidder or Bidders.

On 22 April 2010, Global Mobiletech (Philippines), Inc. (“petitioner,” for brevity),


through majority of its Board of Directors, assisted by their counsel, filed a Petition for Voluntary Dissolution Affecting Creditors dated 20 April 2010, alleging that from the beginning, the petitioner was not able to generate an income from its operation and activities; and for the next succeeding years up to present, the petitioner was never able to reverse its losses and instead piled up additional expenses and liabilities. Considering the foregoing losses, and to avoid incurring further losses, the Board of Directors and the stockholders of the petitioner approved the termination of the operations of the petitioner.


Petitioner was incorporated by the Commission on 15 September 2006 under Company Registration No. CS200614383 with the following primary purpose:


“To engage in the business of supplying and providing services, for


software development, support, management, business process outsourcing, technical advice/consultancy, and such other services related to information technology, without acting as an internet service provider or engaging in retail trade.”


On 17 November 2008, in a special meeting, the petitioner’s Board of Directors and stockholders approved the termination of the operations of the petitioner due to serious business losses.


Finding the petition to be sufficient in both form and substance, the same is hereby given due course. Any person who may have objections to the said petition may file his opposition thereto on or before 05 September 2010.


Before the said date, petitioner is directed to publis this Order once a week for


three (3) consecutive weeks in a newspaper of general circulation published in Metro Manila and to post the same in three (3) public places in Makati City for three (3) consecutive weeks. To ensure compliance with the said requirements, petitioner is further directed to submit a certified true copy of the publisher’s affidavit within a period of ten (10) days from the date of last publication and posting.


The Commission shall proceed to hear the petition and try any issue raised by the


objections filed; and if no such objection is sufficient, and the material allegations of the petition are true, it shall order the dissolution of the corporation.


Petitioner is likewise hereby directed, at its expense, to give notice to all its stockholders


and creditors of the Petition for Voluntary Dissolution Affecting Creditors and to furnish the Commission proof thereof on or before 05 September 2010.


Let the hearing on the Petition be, as it is hereby set, on 20 September 2010 at
