Elizabeth C. Bailey SECRETARY


Elizabeth C. Bailey, 69, a legal


secretary who worked at her hus- band’s private practice in the Dis- trict from 1985 to 2000, died July 17 at a hospice in New Port Ri- chey, Fla., where she had been a resident since 2001. She had liver cancer. Mrs. Bailey was a secretary for the old District law firm Herrick, Allen, Davis & Bailey from 1970 to 1985. Marie Elizabeth Christie was born in Christchurch, New Zea- land, and moved to the Washing- ton region in the mid-1960s. She had been a North Beach, Md., res- ident, where she was a member and past president of the North Beach Garden Club. Two of her children died, Jim


Bailey in 1993 and Judy Bailey in 2006. Survivors include Mrs. Bailey’s husband of 38 years, Mike Bailey of New Port Richey; three chil- dren, Jamie Marin-Price of Gén- icourt-sous-Condé, France, Re- gan Bailey of Seattle and Charles Bailey of Sharpsburg, Md.; and 10 grandchildren.

Robert F. Freeman NAVY OFFICER


Robert F. Freeman 80, a retired


Navy lieutenant commander and meteorological officer who spent most of his naval career research- ing the flow of sea ice, died July 17 at his home in Fort Washington. He had colon cancer. Cmdr. Freeman, who joined


the Navy in 1946, became head of ice reconnaissance at the Naval Oceanographic Office. In his final active-duty assignment, he was stationed at Fleet Weather Cen- tral in Suitland. He retired in 1974.


Robert Frank Freeman, a na- tive of Mattydale, N.Y., received an associate’s degree in business and computer programming in 1984 from Prince George’s Com- munity College. He was a member of the Amer-


ican Legion and was a past presi- dent of the Potomac chapter of the Naval Weather Service Asso- ciation. Survivors include his wife of 59 years, Remedios Quintana Free- man of Fort Washington; six chil- dren, James W. Freeman of Have- lock, N.C., Ronald F. Freeman of Aiken, S.C., Janet A. Delwiche of Stafford, Beverly E. Weaver of Newport, R.I., John J. Freeman of Brooklyn, N.Y., and Susan M. Judith Ann Lynch EPA EMPLOYEE


Judith Ann Lynch, 68, who re- tired in 2002 as a grant coordina- tor at the Environmental Protec- tion Agency, died of complica- tions from diabetes July 4 at the Virginia Hospital Center in Ar- lington County. She was an Ar- lington resident. Mrs. Lynch started working for the federal government in 1978 for the old Department of Health, Education and Welfare. She later worked as a legal secretary for Marriott in Rockville and joined the EPA in 1990. Judith Ann Mason, a native of


Roanoke, Va., worked as a para- legal in the 1960s and raised her family before joining HEW. Her marriage to Howard Lynch ended in divorce. Survivors in- clude two children, Audrey Lynch of Sterling and Andrew Lynch of San Francisco.

Passed from this life Monday, July 19, 2010, in Oklahoma City, OK (OKC). Jody was born April 26, 1927 in Chickasha, OK to Lloyd C. and Opal Woody Pratt, she went to work for American Airlines in OKC, which became her life’s career. In 1962, Jody transferred to Washington, DC, where she worked in Reservations and the Ticket counter at Reagan National Airport until her retirement in 1991, after completing 40 years of service with American. In 1972, Jody married Charles Baptie, and they resided in Annandale, VA. They enjoyed traveling world- wide, and she was a volunteer with the Fairfax Symphony Orchestra where she made many friends. Her work with the Symphony was very dear to her heart. Jody was preceded in death by her parents and husband, Charles. She is survived by her sister, Jane Pratt Halley and her husband, Stanton; and her brother, Lloyd "Sonny" Pratt and his wife, Barbara; numerous cousins, nephews, nieces and many friends. Visitation with the family will be 6 to 8 p.m., Sunday, July 25, 2010 at Fairfax Memorial Funeral Home, 9902 Braddock Rd., Fairfax, VA. She moved to Lexington, KY in 1997, where she received an Associates degree in Web Design from the Bluegrass Community & Technical College. Louisa and Joe moved to Dulles, VA earlier this year, where she enjoyed hiking and other outdoor activities. Additional survivors include step- children Hillary, Holly, and Heather; step-father Andrew Mason; sister Ashley Parton; nephews Michael and Harry;and nieces Katie and Emma. PAUL F. CARDACI, JR.


Passed away on July 19, 2010, in Annapolis, Maryland, surrounded by his loving family. Paul was born on September 22, 1936, to Paul and Hilda; he attended St. Thomas Moore in Arlington, VA and graduated from St. John’s College High School in DC in 1954. Paul received a BA 1959, an MA in 1963, and a PhD in 1972, all from the University of Maryland. He taught from 1959 to 1962 at Northwestern High School in Hyattsville, MD and from 1963 to 1967 at the University of Maryland’s Munich campus. There he met Hildegard Brandauer, whom he married in Salzburg on July 22, 1965. In 1969, Paul became a professor in the English Department at Georgetown University, where he served until retiring in 2001. Paul coached youth baseball, football and soccer teams, including his sons’ teams, for much of his life. He was actively involved in the communities in which he lived and worshiped. He was well- loved by his family and the many people he touched as a teacher, coach, and friend. Paul is survived by his wife, Hildegard, and sons, Michael David and Christopher Paul. He is also survived by his sister, Mary Jean Smith, brothers, Joseph (Ann) and Thomas (Kitty); brother-in-law, Thomas Brandauer (Doris); numerous nieces and nephews.


A memorial service will be held on Saturday, July 31, 2010, at St. Paul's Moravian Church, 8505 Heathermore Blvd., Upper Marlboro, MD, 20772; a pre-service gathering will commence at 10:30 a.m. and the memorial service will start at 11 a.m, followed by a reception at the church. In lieu of flowers, donations may be sent to Hospice of the Chesapeake, 445 Defense Highway, Annapolis, MD.
