When REACHReady was launched three years ago, it was widely predicted
that of the 100,000 different substances on the EU’s list of “existing” chemical
substances (EINECS), 30,000 or so would be manufactured or imported in
quantities above 1 tonne into the EU, and that EU companies would submit
about 180,000 pre-registrations.
Following the closure of the pre-registration period we now know that these
figures were massive underestimates. Some 143,000 substances are
reportedly manufactured or imported in the EU above 1 tonne per year and
2.7 million pre-registrations were submitted. If all these were to proceed
to registration, then 15 times more registrations would be filed than
originally planned – quite an increase in workload for both industry and
ECHA! For each of over 8000 of these substances, more than 50 companies
have submitted a pre-registration. Within any one pre-SIEF this number of
