Cabinet Office


From its roots as a wartime secretariat, the Cabinet Office is now a key player in function of government

ver the past century, the Cabinet Office has developed a unique administrative function within the UK


government. Its primary role is to support collective government, helping to ensure the effective development, coordination and implementation of government policy. “Te Cabinet Office’s core function has always been to


support the prime minister and collective government,” says Richard Heaton, Permanent Secretary and First Parliamentary Counsel. “Like the civil service itself, the Cabinet Office has never stood still—it is constantly evolving.”


Formalising cabinet A hundred years ago, the cabinet met without a formal agenda, without minutes or memoranda, and without a secretariat. Ministers took executive actions based on their recollections or understanding of what had been decided. Tis changed in December 1916, when David Lloyd


George succeeded Herbert Asquith as prime minister. Lloyd George established his War Cabinet of five members, but needed a secretariat to record decisions on matters put before the cabinet and to notify those concerned of decisions taken in order that appropriate action could be taken. So the Cabinet Office came into being, with Sir Maurice Hankey —who had been an influential figure in the Committee of Imperial Defence—being made the first Cabinet Secretary. In March 1920, the Cabinet Office became permanent and it was decided to retain a secretary of the cabinet with a small complement of staff. Te Committee of Imperial Defence was re-established with its own secretariat. Both secretariats remained in the combined Office of the Cabinet and the Committee of Imperial Defence through the interwar years, during which time both secretariats were strengthened and assumed new responsibilities. Maurice Hankey stayed in post as Cabinet Secretary until 1938. At the outbreak of the Second World War in 1939 the


Committee of Imperial Defence was suspended and a War Cabinet was again formed. In 1940, when Winston Churchill became prime minister and assumed the additional title

of Minister of Defence, the name of the office became the Offices of the War Cabinet and Minister of Defence. From the Second World War onwards, the Cabinet Office has seen many changes to the machinery of government, with different policy responsibilities arriving and departing.


Supporting a modern government Today, the Cabinet Office supports the prime minister and deputy prime minister—the latter an institution that has been redefined by both John Prescott and Nick Clegg—and ensures the effective running of government. It is also the corporate headquarters for government, in partnership with HM Treasury, and it takes the lead in some critical policy areas. Its main offices are adjacent to Downing Street in London, but it has staff based around the country, and is supported by a number of advisory non-departmental bodies. As well as supporting collective government, the Cabinet Office


is charged with promoting efficiency and reform across government through innovation, better procurement and project management, and by transforming the delivery of services. It oversees the Civil Service, promotes social action and growing the social investment market, and looks into matters of political and constitutional reform. It also promotes the release of government data, making the way in which government operates more transparent. Te Cabinet Office has also always had important functions


regarding military intelligence and security. In 1957, it took responsibility for the Joint Intelligence Committee, which had been founded in 1936. It retains that role to this day, supporting the National Security Council and the Joint Intelligence Organisation, coordinating the government’s response to crises and managing the UK’s cyber security. “It is constantly evolving to serve the government of the day and to meet the needs of the age,” says Heaton. “Right now, that makes it an exciting place to be, as the department at the heart of a new wave of renewal and modernisation.” — www.gov.uk/cabinetoffice
