A number of new traders have joined a North Yorkshire indoor market, which is thriving after a major makeover last year. In April 2017 the new look Scarborough Market Hall and Vaults was formally unveiled to the public following the completion of a major £2.7m refurbishment project. Although the transformation


took just over a year to complete, the market remained open for trading while the work was carried out, as it has done since the doors opened in 1853. When it originally opened


the market boasted the largest single span building in the North for many decades, which following the refurbishment can now be seen in all its Victorian glory. Brand new units have been


installed on the Market Hall floor, and a new mezzanine level has been added above to create new shops, offices and a food court that gives customers stunning views of Scarborough Castle. Since the work was carried out a number of new stallholders have joined the already established businesses at the market, and all are said to be delighted with the changes. In the words of Scarborough


Market Porter, Tim Knight, the transformation has resulted in a market hall that provides “a vibrant shopping experience whilst keeping a traditional market hall atmosphere”. The work was funded with


the help of a grant from the Coastal Communities Fund, administered by the Big Lottery Fund.


Plans for Oxford


A major building on Cornmarket Street in Oxford could be pulled down and re-purposed to create a ‘market quarter’, in a bid to fill vacant units and boost footfall to the city’s famous Covered Market. Jesus College has unveiled


plans to redevelop Oxford’s Northgate House, which would see it split it up into smaller units to encourage new and independent firms to move to the city centre. Two major High Street retailers moved out of the ground floor of the 1960s building last year, and it is believed the leases on the two that are left will expire in 2020. But uncertainty over the


future of retail in the city centre following the opening of the Westgate shopping centre in October has led to flexible plans for a number of smaller units spread over three floors. The proposed new building would house a teaching room,

cafe facilities and 68 student rooms for postgraduates on the upper floors. The city council’s board member for economic development, Bob Price, said it would be an improvement on the ‘monstrosity’ built in the 1960s and increase footfall to the historic market, which has had its problems in recent years. He told local media: “It’s a


really exciting proposal; it’s an opportunity to improve Market Street and the entrance to the Covered Market and it will provide new smaller units, which is what Cornmarket Street needs. “Smaller units will hopefully encourage more independent businesses to come into the city centre – the rents of course are up to the college but there is the potential for lower rental prices.” According to the plans,


a number of ‘market stalls’ could be located along the side of the building facing the Covered Market. Mr Price added: “We are


in discussions with Jesus College about how it might be done, but there’s an opportunity for units in Market Street to encourage people

to walk down it and increase footfall into the market. “The college will be able to


house most of, if not all of, its undergraduates in its precinct, which will increase the amount of footfall in the city centre and encourage the students to use the immediate facilities, such as the Covered Market.”


Hit by departures


The Covered Market has been hit by the departure of a number of long-serving traders in recent months, including a fruit and veg seller, a fishmonger and a butcher. Traders have called for


better promotion of the market, and Oxford City Council announced recently that it would invest £1.6m into the facility over the next four years. Sandie Griffith, secretary


of the Covered Market Tenants Association, said the redevelopment was a “brilliant” proposal. She told local media: “If


you stand in Cornmarket Street and look down Market Street it’s not particularly exciting – the first thing


you see is the market yard. “Anything that improves the


street and encourages people down it will be beneficial to the market and its traders. “We can’t stop units opening up opposite, but there’s talk of it becoming a market quarter.” Ms Griffith, who runs a business selling flowers, added that some of her best customers were students, and she hoped the new intake would use the market’s food traders and other businesses on a regular basis. On submission of the


plans, Jesus College said: “The proposal also offers a wider benefit in providing a visual marker not only for the College but also for the Covered Market and for Market Street more generally, and by bringing more footfall into Market Street it could, in turn, increase footfall into the Covered Market. “Currently, Market Street


has the feel of a thoroughfare, rather than a destination – its function is to link Cornmarket Street with Turl Street but it is not a place to stop.”
