STN: Are you seeing any members offering three-point seat belts to district customers? Martucci: Yes, and the close partnerships our members have with New York school bus distributors, bus manufacturers, and school districts makes accommodating the requests of individual school districts, including three-point lap/shoulder belts, a smooth process.


STN: What are the associations top con- cerns or issues regarding insurance premi- ums for buses or equipment? Martucci: Tis issue is a critical one for our members as it has become increasingly more difficult for bus contractors to secure competitively-priced insurance at the legally required limits. Tere are simply not as many options as


we would like, and with insurers becoming less interested in writing policies for school bus companies, it’s our concern that the numbers will dwindle even further. Worker’s compensation insurance rates


have also dramatically outpaced inflation in recent years, and that has become an additional financial burden for school bus operators. It is not a good scenario, as limited insurance options increase our operating costs and in turn increase the cost of student transportation throughout the state.


STN: Are your members expressing any concerns about the rise of contracted ride-hailing services that range from Uber to local companies organized by parents as an alternative to school busing? Martucci: Given that a school bus is the safest way for a child to get to and from school, it is a concern when there are other alternatives being considered or used, espe- cially if there’s even the slightest potential for student safety to be compromised. Providing safe, reliable and cost-effective student transportation requires a high level of expertise, training and equipment. Our school bus drivers in New York have training and skills that exceed that of any livery driver, and our school buses have safety standards that eclipse the average motor vehicle.
