Minutes: Forum #101 Date: April 15, 2015, 10:00 AM Location: Maine Maritime Academy, 1 Pleasant Street, Castine Special Personnel Notes – Farwell and following seas to Port Safety Forum Co-Chair Captain Gilda after fi ve years of dedicated service to the marine community of Northern New England. Your partnership and friendship will be missed. Introductions – The meeting was called to order at 10:00 by the Port Safety Forum Co-Chair John Henshaw of the Maine Port Authority with Captain Brian Gilda as the Co-Chair representing the Coast Guard. A quorum was comprised of 43 individuals. Review and Approval of the December 10, 2014 Port Safety Forum Meeting Min- utes – Hearing no amendments or objections to the content of the December 10, 2014 minutes, Mr. Henshaw accepted the minutes as approved. Port Activities Update / Presentations NOAA Update – LT Meghan McGovern delivered a short brief regarding the status of the hydrographic survey conducted by the Ferdinand R. Hassler based in Portsmouth, NH. Despite the weather, the Ferdinand R. Hassler completed most of its scheduled survey work in the Gulf of Maine during the


winter. The image above indicates the sur- vey area using a heat map model. The scale of the model shows red as the shallowest water with blue indicating the deepest water. Additionally, the NOAA Ship Ferdi- nand R. Hassler will continue to conduct hydrographic survey operations in the area from Bibb Rock (near Wells) to Hoyt Neck off the coast of Maine between May 11 and 18. In addition, the ship will conduct testing of multi-beam echo sounders and side scan sonar in isolated areas off the New Hamp- shire and Maine coasts, also between May 11 and 18. Ferdinand R. Hassler is a 124-foot, white, twin-hulled survey vessel; the ship has NOAA markings, can be identifi ed on AIS, and will be monitoring VHF channels

shaw, Executive Director of the Maine Port Authority announced the arrival of Tall Ships in Portland. The event will take place from July 18-20, 2015 and will include a Parade of Sail of eight tall ships comprised of four Class A vessels, including the Coast Guard Cutter Eagle. Also participating will be four Class B/C vessels as well as local/ regional schooners and sailing vessels. The event is sponsored by Tall Ships America and Tall Ships Portland and is part of a larger Atlantic coast event with fl eet visits to other ports between Maine and Virginia. Subject to change, the current schedule includes a Parade of Sail at 1:00 PM on July 18 with the vessels open to public tours in Portland on July 19-20. Chris Gardner, Executive Director of the Eastport Port Authority provided an update regarding the catastrophic collapse of the Eastport breakwater on December 4, 2014. The breakwater is comprised of a 1962 structure constructed with fi ll with an ad- jacent external structure on pilings built in 1983. On December 4 the fi lled structure collapsed. Fortunately, there were no major injuries or signifi cant pollution, however, several vessels were impacted including the Eastport pilot boat, Medric 2 (sunk with debris including a truck), the schooner Ada C. Lore (heavily damaged structure and rigging), and one other fi shing vessel. Post collapse funding was secured through a Maritime Administration (MARAD) Tiger Grant along with matches from Maine DOT and the Eastport Port Authority to re-build the breakwater. Construction has already commenced, using CPM Constructors with completion expected by the Spring or Sum- mer of 2017. In the interim, the Fish Pier (another prominent pier in the adjacent area) will be utilized to support fi shing, recreation, and commercial shipping (including small cruise ships) which will continue to use the Port of Eastport while the breakwater is re- built. Several Federal agencies, including the Coast Guard, will continue their opera- tions from the breakwater area in a modifi ed arrangement without any mission impact. When complete, the new pier surface will provide more square footage which will better support local fi shing needs. 3. Coast Guard Update: Captain Brian Gilda - Captain of the Port, offered a short summary of the senior leadership transitions at Sector Northern New England. Among the changes include Captain Gilda moving to Seattle to assume the Chief of Prevention position of the District 13 Offi ce. Captain Baroody will assume command from Cap- tain Gilda on June 18, 2015. Captain Mike Baroody is a seasoned Prevention offi cer and will be arriving from Sector Houston/ Galveston. CDR Tony Ceraolo, the Deputy Sector Commander is also departing and assuming command of a Coast Guard unit in Bahrain. CDR John Humpage is tran-
