manufacturer was limited at best. The overhaul processes had to be built from scratch in some cases, drawing upon REW overhaul knowledge of other fl eets, clarifi cations from the original manufacturer’s and then backed up by Tube Lines product engineers. The processes were then fully documented with a view to providing a legacy for future overhauls.

The fl eet improvement team seconded at REW has been working with the REW team as a single team to ensure the quality of the product was at the right level with the following milestones being implemented for each work package:

• PFMEA of the overhaul process behind each product.

• First Article Inspection of each product. • Quality audits of the main suppliers.

A Tube Lines team was embedded within the REW at their premises, to focus on and help deliver the quality demands for the Jubilee line. Acting as on-site representatives for the fl eet team, a collaborative approach was undertaken.

As a result of the above, the quality of the product supplied by REW (50% of the brake actuators, eight bogies and four wheel sets) have been higher than in the past and any issues are being ironed out for ramp up of bogie replacement.

Quality Assurance Activities This year there has been a large increase in

the activities of the Quality Assurance Team, which has extended its remit to all fl eets, not just the Piccadilly line fl eet. Some of the key achievements have been the following:

• Number of supplier audits for the year 2012 will be 38, which is a 110% increase on the 18 audits performed during 2011. All the CARs raised have been closed on time with challenging lead times to ensure close control of the number of CARs in the system.

• Scope of activities expanded from Piccadilly to Jubilee, Jubilee overhaul, Piccadilly life extension procurement activities and Transplant.

• Closure of all the relevant CARs related to the rail grinder incident and BSI audit at TransPlant (TransPlant is a part of Tube Lines and provides specialist engineering trains and on-track plant, purpose-built to work anywhere on the LU network, and supports both Tube Lines’ and LU’s maintenance and renewal obligations).

Tube Lines is an asset management company and is a wholly-owned subsidiary of Transport for London (TfL).


Southern announces major rolling stock procurement

outhern’s £60m order for an extra 40 Electrostar carriages from Bombardier

at Derby has been confi rmed, and the DfT is supporting a new procurement competition for 116 new electric (dual voltage) vehicles, with an option for a further 140.

The procurement of 40 new carriages extends the £188m deal signed at the end of last year for 130 new carriages.

The 40 carriages will be used in fi ve-car formation, with dual voltage confi guration.

Expected delivery is 2014, with service entry that December. Porterbrook Leasing is the preferred bidder to arrange the fi nancing of both the initial 130 and further 40 carriages.

It is a clear indication of how delays in the Thameslink rolling stock procurement process with Siemens are having knock-on effects on other parts of the network. If planned cascades are disrupted because electric stock needs to be kept in the south, the north west could be

left with electrifi ed lines but diesel stock, which would be very embarrassing for the DfT. Other trains currently serving the Thameslink route are expected to be cascaded to the GWML.

The 116 new trains are unlikely to enter service until after the Southern franchise is merged with Thameslink in 2015. Once the expected new Thameslink trains are operational, these carriages will be cascaded to newly electrifi ed routes elsewhere in the UK.

It was originally intended that the there be an option for a further 100 carriages on top of the 116, but this has been extended at the DfT’s request to 140. “This is what the Department for Transport has asked us to do,” as Southern’s Q&A on the deal puts it.

Southern said: “The new rolling stock will be of dual voltage confi guration and is required to operate up to 110mph. Any rolling stock manufacturer registered on the rail Link- Up system would be able to compete for this opportunity.”

Transport secretary Patrick McLoughlin said: “My offi cials are working with Southern to accelerate their procurement process for up to 256 carriages because our ambitious electrifi cation plans requires additional rolling stock on the network.”

Southern managing director Chris Burchell said: “I am pleased that Southern is able to assist the Department in introducing additional capacity. The potential new order for 116 carriages will be exciting news for train manufacturers and for passengers.”
