TOOGOOD TO PROVIDE SPECIMEN FOR ANALYSIS AFTER an ‘unholy row’


with a friend during a drinking session, an Aberystwyth man drove off in his vehicle and, when stopped by police, refused to provide a specimen of breath. Peter Kelvin Toogood, 51,


of Llwyn Derw, pleaded guilty at his Aberystwyth Magistrates’ Court on Wednesday (Dec 21) for an offence of failing to provide a specimen for analysis as a vehicle driver. Prosecutor Rhian Jones stated


that in the early hours of December 4, police received a call regarding a two-way collision between Aberarth and Penant. Police arrived before 4am and noticed the defendant outside his Peugeot, observing the area around his car. When the officers spoke to the


defendant, they noticed a strong smell of alcohol and when they questioned him about it, Toogood explained that he had an argument with someone, but refused to provide a sample of breath. The officer, Ms Jones said,


warned the defendant several times about co-operating but instead, Toogood explained that he ‘does not trust the police’. Continued on page 3
