LPG storage tanks move from Italy to Mauritius


How a number of heavy lift specialists combined to ensure the safe delivery of three massive 5,000-tonne LPG capacity vessels from Italy to Mauritius.


n March 20, 2014, Petredec Mauritius inaugurated its LPG mounded storage import and re-export terminal facility on the Indian Ocean island of Mauritius, the largest on-land liquefied petroleum gas (LPG) storage facility in the region. Lloyd Jones Construction (LJC) was contracted by Petredec Mauritius under a fixed-price, lump-sum, engineer, procure, install and commission (EPIC) contract, while leading specialist marine insurance broker FP Marine Risks placed the policies for project cargo, including delay in start-up (DSU), construction engineering all risks (EAR), contractors’ all risks (CAR) and charterers’ liability insurance. For some idea of the scale of the challenges facing the operation to transport the world’s largest capacity LPG mounded storage pressure vessels from the fabricator to their final destination, each of the three 5,000-tonne LPG capacity vessels measured 56 m long x 21 m high x 16 m wide and weighed 962 tonnes with transport fixtures. They had to be moved over a distance of

8,200 km from their fabrication site in Italy to Mauritius.


The design of the LPG terminal and the detailed engineering of the LPG mound and the ground-breaking, enhanced-scale LPG vessels were all completed by BC&T Consultants, a UK based sister company of Lloyd Jones Construction. The LPG mound design is the culmination of a concept that originated over ten years ago at BC&T to develop higher capacity LPG mounded storage terminals for the market whereby:  The main assets, the storage vessels, can be relocated if necessary to a new location if markets change.


 The storage has a better economy of scale to compete with the alternative midscale solution of an LPG refrigerated terminal.


The three LPG vessels had to be moved over a distance of 8,200 km from their fabrication site in Italy to Mauritius.


 The LPG vessels are fabricated in a workshop to guarantee their quality and can be deployed on an accelerated programme if necessary using multiple fabricators.


 The design ensures that civil works proceed independently of vessel works for as long as possible, thus minimising risk and reducing the programme to completion after vessels are installed. For this project Lloyd Jones Construction elected to fabricate the LPG vessels at Walter Tosto in Ortona, Italy, with pressure vessel plate issued to the fabricator from a European steel mill. On completion of the fabrication process, the vessels were moved one at a time by barge to Bari, near the heel of southern Italy, to allow their transhipment to an incoming ro-ro vessel at a deeper port . The Fagioli MAK barge, the Ocean Koper Odin tug and the ZPMC Zhen Hua 21 ro-ro vessel were all chartered by Lloyd Jones Construction directly with FP Marine Risks, ensuring coverage for the operation through the marine cargo, CAR and charterers’ liability policies placed for the EPIC contract. Additionally, international marine surveying and technical consultancy Braemar was appointed as marine warranty surveyor, with the transport plan being originated by Lloyd Jones Construction along with motion analysis, ballast plans and
