Kevin Borras meets author and transport expert José Papí who has completed the TLDC programme


P ersonal experience


Having been active in the transportation sector since 1996, José F. Papí had not followed any formal education on the subject. His academic training included two Master’s Degrees (Economic and Business Sciences, and Law) from the most prestigious undergraduate business university in Spain (Universidad Pontificia de Comillas – ICADE) and a M.Sc. in International Business from ESIC Business School (Spain). In late 2011, TLGC seemed the perfect platform to

José is currently the Director General of the Spanish Road Technology Platform (a body under the supervision of the Spanish Ministry for Economy & Competitiveness, where he coordinates 220+ road infrastructure experts in the fields of ITS, Safety, Materi- als, Energy, Environment & Intermodality). He also serves as a Senior Advisor on International Affairs to the Spanish Road Association and as Senior Partner at S3 Transporta- tion LLP, a British consultancy firm specialized in Transport Engineering and Economics. With 17 years of professional experience at the international level, in the past he worked for the Directorate-General for Transport of the European Commission, for the Spanish Road Association and for the European Road Federation (ERF), where he held the position of Secretary General for 11 years. In addition, he has advised 40+ organizations in transportation projects conducted in 50+ countries worldwide. A busy man with little free time available, clearly. Now, having specialized in Quantitative Methods for Transportation, Transportation Security, Public Transportation and Transportation Plan- ning & Environmental Compliance, José is already seeing benefits from what he has learned from TLGC courses and is able to apply his new-found knowledge. “I have enrolled in subjects that are not the centre of


my professional activity, as I wanted to explore new areas of specialization within the transportation domain. I am glad to say that today I am already involved in real-world projects that require the specialized skills and knowledge I have gained through TLGC courses. In addition, TLGC has allowed me compare European and American best- practices when it comes to dealing with transportation issues. Understanding this has enhanced the quality of my projects, as it has widened the perspectives I consider when analysing transportation issues.”
